About The Position

The City of St. Albans is accepting applications for the position of full-time Property Maintenance Inspector I in the Building/Zoning Office. Work performed in specialized functions associated with the inspection of properties pursuant to the enforcement of the International Property Maintenance Code, other City ordinances and regulatory requirements with an emphasis on deteriorated, dilapidated, abandoned, unsanitary or vacant properties. Employee will work both indoors in an office environment and outdoors to perform duties. Position requires ability to comprehend, interpret and apply International Property Maintenance Code, City ordinances and regulations, procedures or any other State or Federal laws regarding code violations and the issuance of notices of violation, citations and presenting cases for hearing in Municipal Court. Must obtain International Code Council certification in the International Property Maintenance Code via testing within 12 months of hire and will be required to attend continuing education to receive and maintain a State inspector's license through the WV State Fire Marshal's Office per WV State Legislature Rule Title 87, Series 7.

Requirements

  • High school diploma or GED.
  • Valid WV Driver's License.
  • Minimum of two years prior experience or certification in property maintenance code enforcement and inspection, or prior law-enforcement experience.
  • Must pass a background check.

Nice To Haves

  • International Code Council certification in the International Property Maintenance Code.
  • Experience in law enforcement.

Responsibilities

  • Perform inspections of structures and property for conformance with International Property Maintenance Code and other City ordinances and regulations for compliance.
  • Comprehend, interpret and apply International Property Maintenance Code, City ordinances and regulations, procedures or any other State or Federal laws regarding code violations.
  • Issue notices of violation and citations.
  • Present cases for hearing in Municipal Court.
  • Prepare and keep detailed reports, photographic records of violations, correspondence, activity logs, notices of violation or citations, criminal complaints, legal documents or other necessary documents and forms.
  • Gather necessary data to properly identify properties and ownership using City, County and State public records systems.
  • Communicate clearly and effectively, both verbally and in written form relative to code violations.
  • Use independent judgment and work with little direct supervision when necessary.
  • Comprehend and interpret new ordinance(s), State code(s), or other regulatory law and procedures.
