About the position

Under general supervision, supervise, coordinate and conduct field inspections of existing residential and commercial buildings and properties to ensure conformance with applicable state and local zoning, building, property maintenance and housing codes to ensure protection of the public health and safety.

Responsibilities

  • Perform routine, mid-level and complex code compliance activities.
  • Investigate complaints and enforce regulatory codes and ordinances as mandated.
  • Conduct on-site inspections and investigations of properties to ensure compliance with city or state ordinances related to housing, health and safety, building, property maintenance, licensing and zoning regulations.
  • Patrol designated areas of the city and respond to and investigate complaints.
  • Issue correction notices, stop work orders, and citations for violations.
  • Prepare and present cases to be considered by the City's Building and Standards Commission.
  • Participate in special projects, inspections and investigations such as surveillance and monitoring of potential violations.
  • Assist with planning and prioritizing the work of staff conducting inspections.
  • Conduct inspections of residential, commercial and vacant properties with existing structures.
  • Review plans and specifications, materials, layouts and equipment.
  • Perform inspections of rental properties to ensure compliance with property maintenance, building, zoning and health and safety codes.
  • Inform, explain and interpret code requirements for property owners, property managers, contractors, tenants, homeowners, city officials and the general public.
  • Investigate and respond to complaints regarding illegal construction, safety or hazardous conditions, and vacant or dilapidated structures.
  • Issue stop orders, corrective action or citation depending on the situation.
  • Testify in court and before City boards and Commissions, as required.
  • Maintain applicable database, records and files.
  • Attend training and meetings.
  • Maintain certifications.
  • Recommend work procedures.
  • Respond to customer inquiries.
  • Prepare records and assist with reports necessary for presentation in court.
  • Consult with other entities as necessary.
  • Assist with legal presentations.
  • Supervise assigned personnel, including scheduling, assigning, instructing, guiding, checking and evaluating work.

Requirements

  • A High School diploma or GED, or higher.
  • Five (5) years of code enforcement or field investigative experience.
  • Certification as a Property Maintenance and Housing Inspector (International Code Council) at time of appointment.
  • Certification as a Residential Building Code Inspector (International Code Council) within twelve (12) months of date of appointment.
  • Registration required as a Code Enforcement Officer (State of Texas) within six (6) months from date of appointment.
  • Certification as a Code Enforcement Officer II (Code Enforcement Association of Texas or American Association of Code Enforcement) within twelve (12) months from date of appointment.
  • Valid Texas Class 'C' Driver License or equivalent from another state.
