This position is located in the Business Management Division of the Public Transportation and Parking Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The Projects Planner coordinates and leads capital planning and project control activities between engineer and project construction staff, other division heads, program managers and planner/scheduler staff. The employee provides leadership in the improvement and maintenance of EMBARK systems and facilities and provides data, project schedules, reports, and analyses for capital projects programs. Essential job functions include: functionally supervising staff, which includes prioritizing and coordinating work; ensuring staff are trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and leading ongoing improvement and maintenance of the Public Transportation and Parking Department project controls program functions and its associated data, analyses, scheduling and reporting capabilities. Other duties and responsibilities may include producing specialty/customized project controls reports at the program level which cross-departmental lines and/or reports which have unique requirements; exchanging project controls information with City staff, engineering consultants and contractor communities; assisting program managers and project managers in the development of scope, schedules, budgets and cost data for high profile, complex, and/or large projects; coordinating with consultants and contractors on development of schedules that meet requirements set forth in the schedule specifications; reviewing baseline and progress schedules for compliance with City guidelines; and analyzing schedules for reasonableness compared to project scope and progress. The employee may provide functional supervision to technical and semi-technical staff and review staff work products. This position has regular contact with other department staff, City personnel, contractors, and engineers to explain and clarify information and supply technical assistance related to assigned projects.
