GRADE 17 LOCATION OF POSITION Maryland Department of Labor 100 S. Charles Street Baltimore, Maryland 21201 Main Purpose of Job The projections economist plans, manages, and conducts industry and occupational projections for Maryland and local areas. The projections economist is expected to develop these projections, as part of a team, according to guidelines from the Projections Managing Partnership (PMP) and US Employment and Training Administration (ETA). In addition to developing employment forecasts, the economist will conduct statistical and economic analyses on Maryland's workforce and maintain the Labor Market Information (LMI) team's various databases. The projections economist will conduct research that supports the LMI Team's efforts to make data available to the public, to support stakeholders within the Department of Labor (such as the Office of Correctional Education), and other state agencies (such as the Maryland Higher Education Commission). The projections economist will serve as a subject matter expert on Maryland's workforce and assist other members of the LMI Team in their duties.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Five years of administrative staff or professional work.
  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle.
  • Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  • All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud.

Nice To Haves

  • Bachelor’s degree in Economics, Statistics, or related degree.
  • One (1) years of experience collecting, cleaning, and analyzing economic data in a professional or academic environment.
  • One (1) year of experience with statistical software or programming languages (e.g., R, Python, or Stata).
  • Familiarity with regression analaysis, time series modeling, or economic forcasting.
  • Familiarity with economic datasets from the US Burearu of Labor Statistics.
  • Excellent oral and written communication skills.

Responsibilities

  • The projections economist will manage industry and occupational projections.
  • The economist is responsible for collecting and cleaning historic employment data and customizing and calibrating regression models by industry.
  • The economist is expected to monitor trends in key industries and understand modeling implications.
  • The economist will develop custom models of Maryland’s workforce.
  • The projections economist is responsible for defining, identifying, and compiling data on statewide and regional workforce needs.
  • This includes developing measures of labor supply and labor demand, reporting on trends in job postings data, understanding the changing nature of skills and education requirements, and collaborating with outside stakeholders.
  • The projections economist will assist with providing input for economic analyses and other special projects.
  • The economist is responsible for leveraging their projections and workforce expertise in larger research projects such as industry targeting or cluster analysis.
  • Additionally, the economist will use their data analysis skills to support other areas within Labor, such as the Office of Correctional Education.
  • The projections economist will also produce public-facing documents/reports that communicate labor market information.
  • Example products include, but are not limited to, dashboards communicating projections data or historic trends, briefings on key industries/occupations, data on the LMI website or on the State Open Data Portal, and presentations to the public on recent projections.
