About The Position

Incumbent serves as Project Supervisor for the Tippecanoe County Highway Department, responsible for participating in the development of construction projects, and overseeing organization, scheduling, and implementation of projects through to completion.

Requirements

  • Bachelor’s Degree in construction management, construction engineering, civil engineering or related field, or Certified through INDOT Certified Technician Program with seven (7) years previous experience in public project construction observation and administration.
  • Must be proficient in all INDOT test methods or able to obtain all necessary certifications on federally funded projects with familiarity in INDOT’s Site Manager software.
  • Working knowledge of INDOT/LPA process.
  • Working knowledge of database and spreadsheet applications, and ability to use personal computers, portable computers, and smartphones or similar devices, Microsoft Office products, and software programs used by the department. Working knowledge of Autodesk AutoCAD software is preferred.
  • Working knowledge of standard English grammar, spelling and punctuation, and ability to compose and prepare correspondence and reports, such as construction activity reports.
  • Knowledge of bidding and administration process for construction projects, and ability to maintain accurate contract records.
  • Knowledge of arithmetic, algebra, geometry, calculus, statistics, and related applications.
  • Knowledge of surveying and project layout.
  • Knowledge of design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
  • Ability to properly operate a variety of office equipment, including computer, fax machine, blueprint machine, copier, camera, video recorder, plotter, telephone, calculator, drafting equipment, survey equipment, nuclear density gauge, and soil, concrete, and coring testing equipment.
  • Ability to understand, memorize, retain, and carry out oral and written instructions, and present findings in oral or written form.
  • Ability to work on several tasks at the same time and work alone and with others in a team environment with minimum supervision.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, community leaders, design professionals, and contractors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
  • Ability to provide public access to, or maintain confidentiality of, department information and records according to State requirements.
  • Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace and personal conduct.
  • Ability to work on several task at the same time and work rapidly for long periods, occasionally under time pressure.
  • Ability to work alone with minimum supervision and with others in a team environment.
  • Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
  • Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
  • Ability to regularly work extended and weekend hours, occasionally work evening hours, and occasionally travel out of town for seminars, sometimes overnight.
  • Ability to serve on 24-hour call for emergencies and respond appropriately from off duty status.
  • Possession of a valid driver's license and demonstrated safe driving record.

Nice To Haves

  • Working knowledge of Autodesk AutoCAD software is preferred.

Responsibilities

  • Reads and interprets construction drawings and specifications, and identifies discrepancies or conflicts, including interpreting and explaining plans and contract terms to administrative staff, workers, engineers, and contractors representing the County, and preparing/reviewing plans, contracts and negotiating revisions, changes, and additions to contractual agreements within engineers, consultants, contractors, suppliers, and subcontractors.
  • Coordinates and tracks all daily construction activity, contracts, and communications between contractors, engineer, and County, including inspecting and reviewing projects, monitoring compliance with plans, construction means and methods, safety, and rules and regulations.
  • Obtains results specified in contracts ensuring work is executed in accordance with plans and specifications.
  • Tracks warranty periods for all completed projects, ensuring as-built plans are submitted and engineering, observation and construction contracts are closed out in accordance with contract provisions.
  • Considers alternatives for economic and long-term benefits of the County, including evaluating and approving contractor change orders or exceptions.
  • Plans, organizes, and manages resources to lead the successful completion of specific project goals and objectives.
  • Conducts and documents observations of construction as it progresses, including keeping records of claims for payment, contractor payroll, test results, change orders shop drawings, and as-built review and submittal, daily log of contractor activities, inspection and testing of materials as needed.
  • Suspends work wholly or in part for failure to carry out provisions of contract, and failure to carry out orders.
  • Assist Director and/or Highway Engineer with in-house design and plan development. Performs surveys, prepares CAD drawings, and quantity calculations.
  • Maintains communication with community leaders, design professionals, and contractors to ensure proper completion of assigned projects.
  • Serves on 24-hour call for emergencies.
  • Performs related duties as assigned.
