About The Position

SLS Federal Services Division is seeking an experienced Project Superintendent to support NAVFAC Design-Build and Design-Bid-Build construction projects in Hawaii. The Project Superintendent serves as the Contractor’s on-site construction authority, responsible for directing and coordinating all daily field operations to ensure work is executed safely, in compliance with contract requirements, on schedule, and to the required quality standards. The Superintendent reports to the Project Manager or Project Executive and works in close coordination with the Site Safety and Health Officer (SSHO), Quality Control (QC) Manager, and field supervision staff. The Superintendent regularly interfaces with NAVFAC ROICC representatives and Government Quality Assurance personnel and is accountable for field-level execution of the approved plans, specifications, and schedules. Success in this role requires a disciplined construction professional with strong leadership skills, deep field experience, and the ability to operate effectively in a NAVFAC Design-Build environment.

Requirements

  • Ten (10) or more years of experience as a Superintendent on civil, vertical, or infrastructure construction projects, including projects valued at $50 million or greater.
  • Demonstrated experience managing subcontractors and self-perform work in a federal construction environment.
  • Working knowledge of EM 385-1-1, safety execution, and federal construction site requirements.
  • Prior experience on NAVFAC, USACE, or other DoD projects strongly preferred.
  • Ability to manage multiple crews, subcontractors, and work activities simultaneously.
  • Proficiency in basic computer applications and Microsoft Office (Outlook, Word, Excel).
  • Strong verbal communication skills and ability to interface professionally with Government representatives.
  • U.S. Citizenship required.

Nice To Haves

  • Experience on Design-Build federal construction projects.
  • Prior experience working OCONUS, particularly on Guam or other Pacific installations.
  • OSHA 30-Hour Construction Safety Training.
  • Experience working on active military installations with complex access and coordination requirements.

Responsibilities

  • Serve as the Contractor’s on-site construction authority, directing daily field operations in accordance with contract documents, approved submittals, and the Government-accepted schedule.
  • Manage and coordinate all construction activities performed by subcontractors.
  • Maintain a professional, disciplined, and respectful work environment at all times.
  • Execute construction activities to support the Government-approved baseline schedule and milestone requirements.
  • Provide frequent, accurate progress updates to the Project Manager and Project Scheduler.
  • Identify potential schedule impacts and support recovery planning and resequencing efforts.
  • Conduct daily and weekly coordination meetings to resolve constraints and maintain production flow.
  • Enforce daily safety requirements in coordination with the Site Safety and Health Officer (SSHO) in accordance with EM 385-1-1 (2024).
  • Ensure construction activities conform to approved submittals, contract drawings, specifications, and workmanship standards.
  • Support implementation of the Contract Quality Control (CQC) Program through proactive field coordination.
  • Participate in preparatory, initial, and follow-up inspections and assist in resolution of quality deficiencies.
  • Interface directly with NAVFAC ROICC representatives and Government Quality Assurance personnel during inspections, site visits, and coordination meetings.
  • Assist the Project Manager with constructability input, RFIs, and resolution of field-driven design issues.
  • Coordinate directly with the Design-Build team to resolve construction-related design issues.
  • Provide constructability feedback to the Designer of Record and Project Manager.
  • Support timely development and processing of RFIs and design clarifications to avoid schedule impacts.
  • Ensure completion of accurate and timely daily reports, weekly reports, and monthly documentation in accordance with contract requirements.
  • Maintain field records related to manpower, equipment, production quantities, safety, and quality activities.
  • Ensure documentation supports schedule updates, pay applications, and Government reporting requirements.
