About The Position

DCAMM's Office of Planning is responsible for supporting the development of the Commonwealth's annual Five-Year Capital Plan and managing strategic and master planning efforts, feasibility studies, capital project initiation, planning and early design, design review, and post occupancy evaluations. We work closely with the Office of Design and Construction, who will implement the capital projects, and our offices of Leasing and Real Estate who offer alternative approaches to capital investment to meet agency facility need. We also partner with the Office of Facilities Management and Decarbonization to coordinate with user agencies on planning to address deferred maintenance, energy efficiency and climate resiliency. The Project Planner will support project executives, Senior Project Managers and Senior Program Managers with basemap development, data analysis, and data visualization. They will synthesize project and strategic goals around hosing production, decarbonization, and potential right sizing into drawings and dashboards to advance the Planning group's work on DCAMM's $720M capital program. They will also support Project Managers with correspondence, e-Builder processes, submission reviews, consultant contracts and other tasks as needed.

Requirements

  • Applicants must have at least (A) four years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least two years must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.
  • Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.

Nice To Haves

  • 1-5 years of experience in Planning, Architecture, Urban Design or related fields.
  • Proficiency in AutoCAD; working knowledge of GIS or GIS data sources for developing basemaps in AutoCAD.
  • Strong data and analytic skills, proficiency in Microsoft Excel.
  • Knowledge of the terminology and standard practices used in Planning and Design.
  • Ability to manage several complex, multi-faceted tasks simultaneously.
  • Strong communication skills, including writing and proof-reading and good graphic design sense.
  • Self-starter and efficient with strong time management abilities.
  • Ability to utilize creativity and resourcefulness to obtain information not readily available.
  • Proficiency in Adobe Creative Suite, especially Photoshop, Illustrator, and InDesign; other modeling tools such as SketchUp and ability to learn new tools.

Responsibilities

  • Support site capacity analysis and other internal Planning efforts: Develop AutoCAD basemaps from MassGIS and other sources. Translate senior Office of Planning staff direction into capacity studies incorporating constraints such as topography, wetlands, and parking requirements. Create models, presentation graphics, and summary tables of potential housing options. Build and maintain library of housing prototypes for use in analyses.
  • Conduct data analysis: Develop summaries and dashboards of demographic, enrollment, incarceration rates, curt cases, hospitalization reports, and other agency service sources.
  • Support Senior Program Managers: Draft and update with regular reporting on sector and agency projects, coordination, and planning for future projects. Support BRIGHT Act reporting and project selection processes.
  • Trimble Unity Construct (e-Builder): Work with Office of Planning leadership to improve cashflow baselining and updates, reporting, planning projects and details updates, and analysis of e-Builder data.
  • Support Senior Project Managers: Assist with correspondence, e-Builder processes, review of deliverables, consultant contracts, and other tasks as needed.
  • Cost per square foot metrics: Work with Office of Planning leadership to develop and maintain a cost per square foot database, including tools for handling escalation and definitions for project types. Work with the Planning team to ensure data quality and updates.
