M&J is seeking the role of Project Office Engineer. The ideal Project Office Engineer should have extensive experience overseeing heavy highway construction projects. Candidates must have hands-on expertise in various tasks, including the reconstruction and rehabilitation of asphalt concrete pavement, slide repairs, culvert replacement, drainage assessment and improvements, pavement markings and other miscellaneous works. The POE should also be knowledgeable in signing, pavement markings, and other related roadway work. Proficiency in Microsoft Office (Excel, Word, etc.) and Adobe Acrobat (PDF) is required.

Requirements

  • Bachelor’s degree in Civil Engineering.
  • Engineer-in-Training (EIT) certification required.
  • Minimum 4 years of experience in highway or heavy civil construction, including at least 1 year in a Project Engineer, Resident Engineer, or Assistant role on state or federal projects.
  • Strong knowledge of construction contract administration and record-keeping practices.
  • Familiarity with MUTCD, AASHTO standards, ADA accessibility requirements, and federal highway construction specifications.
  • Proficiency with Microsoft Word, Excel, Outlook, Adobe Acrobat, and Primavera or similar scheduling software.
  • Excellent organizational, coordination, and professional communication skills.

Responsibilities

  • Provide construction contract administration support to the Project Engineer and Construction Operations Engineer.
  • Review contractor work activities to determine compliance with contract requirements, safety plans, environmental controls, and applicable regulations.
  • Review and analyze construction schedules for compliance and reasonableness using Primavera or comparable scheduling software.
  • Process contractor submittals from receipt through review and return, including shop drawings, material certifications, invoices, and as-built documentation.
  • Maintain accurate and complete construction records in accordance with established EFLHD documentation and filing procedures.
  • Assist with preparation of project diaries, material registers, progress estimates, and status reports.
  • Review contractor cost proposals and assist with development of independent engineer’s estimates.
  • Draft correspondence, memoranda, and contract modification documentation for review by project leadership.
  • Support coordination meetings with agency representatives, contractors, utilities, and other stakeholders.
