The Project Monitor is a member of the Worker & Community Protections Program at the Harris County Department of Economic Equity & Opportunity. As part of the Inclusive Procurements Division, the Worker & Community Protection Programs ensure that contractors getting paid deliver on promises they made on compensating workers, operating a safe working environment and creating economic opportunity in communities. The Project Monitor oversees the daily operations of enforcing Labor Standards provisions to ensure compliance with the United States Department of Housing and Urban Development (HUD) grant funded programs. Enforcement activities include, but are not limited to: Performing administrative duties in reviewing and investigating compliance of Labor Standards Provisions, Reviews Certified Payroll Reports (CPRs) to ensure payment of prevailing wage rates, Conducts on-site interviews with construction workers (i.e. laborers/mechanics) to ensure compliance with Labor Standards Provisions during all construction phases, Researches, analyzes, summarizes, and prepares periodic reports, Investigates employee complaints and provides and prepares findings with recommended solutions, Provides timely technical assistance to contractors, clients, and internal department staff, Conducts pre-bid/construction conferences to discuss and inform subrecipient about local, state, and federal regulations involved in federally funded construction projects.
