The Project Manager will provide day-to-day leadership and management for a federal health agency privacy and information security support contract. The PM is responsible for ensuring successful execution of all contract objectives in support of the agency’s Information Security and Privacy organization. The PM serves as the primary point of contact for the Contracting Officer (CO), Contracting Officer’s Representative (COR), Government Task Lead (GTL), and Product Owner, and ensures delivery of services using Agile methodologies in compliance with agency policies, federal regulations, and governance requirements. This role is mostly remote; however, it will require occasional onsite meetings in the Baltimore/Washington metropolitan areas. This role is contingent based on contract award.

Requirements

  • 5+ years of demonstrated experience serving as a Project Manager on federal IT or cybersecurity contracts, preferably supporting a federal health agency, HHS, or Medicaid-related programs.
  • Strong knowledge of Agile methodologies and experience managing Agile teams in a federal government environment.
  • Proven ability to serve as a primary point of contact for senior government stakeholders, including COs, CORs, GTLs, and Product Owners.
  • Experience managing complex, multi-workstream programs with rigorous compliance, reporting, and governance requirements.
  • Excellent communication, leadership, and stakeholder management skills.
  • Experience supporting privacy and security policy management or enterprise cybersecurity programs within a federal health environment.
  • Familiarity with federal Agile practices, DevSecOps, and enterprise platforms such as Jira, Confluence, and government-approved collaboration tools.
  • Project Management or Agile certifications (e.g., PMP, PMI-ACP, CSM, SAFe).

  • Experience supporting federal proposal efforts, contract startup, or large-scale contract transitions.

Responsibilities

  • Oversee and manage all day-to-day activities of the federal health agency contract, ensuring alignment with program objectives, schedules, performance outcomes, and quality standards.
  • Act as the primary interface with federal health agency leadership, including the CO, COR, GTL, and Product Owner, providing clear communication, issue resolution, and status reporting.
  • Apply Agile methodologies to manage multiple workstreams, support iterative delivery, and drive continuous improvement across program and policy management, platform support, training, and incident response activities.
  • Lead project planning, execution, monitoring, and reporting, including development and maintenance of project plans, schedules, risk registers, and performance dashboards.
  • Ensure timely delivery of all contract deliverables, including Project Management Plans, Quality Assurance Plans, Transition-In/Transition-Out Plans, Monthly Status Reports, and Program Management Reviews, in accordance with agency timelines and acceptance criteria.
  • Identify, track, and mitigate program risks and issues, escalating to government stakeholders as required and ensuring resolution in accordance with governance processes and Service Level Agreements (SLAs).
  • Coordinate cross-functional teams supporting contract objectives, including policy development, platform maintenance, cybersecurity awareness and training, incident response, AI integration, and mailbox or service desk support.
  • Ensure compliance with federal health agency and HHS policies, including FISMA, HIPAA, Section 508 accessibility requirements, records management, and security and privacy training mandates.
  • Support contract transition activities, ensuring continuity of operations and effective knowledge transfer during transition-in and transition-out periods.
  • Promote collaboration within the agency’s Agile environment, leveraging agency-approved tools and adhering to Enterprise Performance Life Cycle (EPLC) and Agile delivery expectations.
