About The Position

The City's public buildings play a pivotal role in delivering critical services to Alexandria's residents, visitors, and the general public. As such, the mission of the Capital Division within the Department of General Services is to be good stewards of the City's assets and to uphold values of community, sustainability, safety, history, and innovation. The Project Manager (PM) is responsible for managing projects on a continuous base of substantial cost, scope, and complexity for the purpose of developing and delivering Capital Improvement Projects. The Project Manager is responsible for all phases of the project life-cycle process, including planning, design, construction, and operation. The PM is expected to provide results within the constraints of the project scope, resources, time, and budget. Additionally, the incumbent manages the development and award of facility management contracts, reviews contractor deliverables; provides technical and analytical guidance and direction to the project team; and recommends and takes action to direct the analysis and solutions to problems.

Requirements

  • Two-Year College Degree; three years of comprehensive project management experience in full life-cycle project management that includes three years' experience in directing and leading technical project teams; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • The ideal candidate will have an extensive knowledge of proper construction means and methods including specification preparation, construction scheduling; cost estimating; bid process management and coordination; budget preparation and contract administration.
  • The candidate will be a self-starter and have the ability to analyze problems, identify alternative solutions, and implement recommendations; demonstrate critical, creative, and reflective thinking.
  • The candidate should demonstrate the ability to supervise engineering and related activities; prepare and interpret specifications, contract documents and reports; exercise sound judgment and determine effective courses of action; plan, direct, coordinate and supervise the work of professional and sub-professional engineering personnel; establish and maintain effective working relations with public officials, contractors, the general public and fellow employees; communicate effectively, both orally and in writing.

Nice To Haves

  • Bachelor's degree in architecture, construction management, civil, mechanical, or electrical engineering, or closely related field; minimum of five years of experience in architecture, engineering, project management, construction management or related experience.
  • Experience with managing multiple complex major capital projects.
  • A Virginia Architectural, Professional Engineering license and/or, Project Management Professional (PMP) certification and/or Construction Management Certification a plus.
  • Experience in Mechanical, Electrical, and Plumbing (MEP)disciplines a plus.
  • Strong analytical and problem-solving abilities, coupled with proficiency in project management and technical tools like Smartsheet's, Microsoft Project, Bluebeam or AutoCAD, will ensure your success in this position.

Responsibilities

  • Oversees facility design and construction services for City departments. Provides recommendations on facility projects.
  • Oversee development of project master plans and implementation of those plans through reviews, cost estimates and construction. Plans, designs, and writing specifications for construction projects.
  • Prepares bid documents and works with other City departments to procure professional services and construction contracts. Reviews bids and recommends contract award for construction projects.
  • Ensures that professional consultants provide appropriate services related to program and scope requirements of design projects. Ensure that vendors and contractors comply with plans and specifications of the construction contract.
  • With guidance and supervision, communicate information with project stakeholders, architect/engineer/designer, contractor, vendors, user department, executive management, governmental regulatory bodies, and the public, for decision-making; attend meetings as necessary.
  • Establishesprojectprioritiesandsetsschedulesfortimelycompletionofconstructionprojects.
  • Develops, prepares, and monitors project budgets, submits justifications, and monitors and controls expenditures.
  • Prepares or oversee the preparation of program budget forms, reports, and work sheets.
  • Reviews and approves invoices from contractors. Monitors financial reports to ensure proper accounting of project expenditures. Coordinates with Accounts Payable and Accounts Receivable to resolve issues.
  • Work with the Assistant Director and other department leaders to develop long-range plans for the Capital Improvement Program (CIP) through data analysis, investigation, and research.
  • Performs related work as required.
