About The Position

The Project Manager V performs highly advanced project management work in the Information Technology Services Division (ITS) of the Department of Family and Protective Services (DFPS). The Project Manager V is accountable to the DFPS Deputy Chief Information Officer within the Information Technology Services Division. The position provides senior-level project management work for high-profile, enterprise-level, and complex IT initiatives. Work involves establishing strategic goals and objectives for projects; developing guidelines, procedures; adhering to project deadlines; and coordinating and evaluating program activities. The Project Manager V directs, assigns, and evaluates the work of project staff. The position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. The Project Manager V is accountable to the DFPS Deputy Chief Information Officer within the Information Technology Services Division.

Requirements

  • Knowledge of Project Management Lifecycle (PMLC) methodologies, high-level system design methodologies, and practices applicable to projects that are highly complex in scope; systems and procedures used to evaluate a vendor’s performance; and knowledge of applicable state, and federal laws.
  • Skill in project management monitoring, addressing changes in scope and budget, and project management software applications.
  • Skill in analyzing business processes and developing business cases for new or modified customer-related products and services.
  • Skills in problem root cause analysis and negotiating problem resolution.
  • Skill using strong communication methods and ability to communicate with technical, non-technical, functional, management and executive staff.
  • Skill in negotiating, problem solving, and conflict resolution.
  • Ability to express technical and business concepts and conclusions orally and in writing.
  • Ability to manage multiple high-profile, complex IT project activities, including establishing project goals and objectives.
  • Ability to exercise sound judgment in making critical decisions.
  • Ability to analyze complex information and develop plans to address identified issues,
  • Ability to identify project risks, gaps, and develop plans to mitigate risks.
  • Ability to direct and supervise the work of others.
  • Graduation from an accredited four-year college or university; experience in managing large scale projects to include information technology projects may be substituted for education on a year for year basis.
  • Five years of experience supervising or leading complex projects or programs required.

Nice To Haves

  • Certification as a Project Management Professional (PMP) is preferred.
  • Experience in health and human services or DFPS programs is preferred.
  • Experience working with IT projects is preferred.

Responsibilities

  • Directs, develops, initiates, and evaluates projects, including multi-agency or enterprise-level IT projects, using accepted project management methodologies.
  • Coordinates and implements of high-profile, complex IT projects and initiatives.
  • Establishes strategic goals and objectives, maintaining project documentation and reporting.
  • Develops and implements plans to communicate project methodology and processes to interested groups and team members.
  • Prepares and disseminates project information and documentation to internal and external stakeholders.
  • Presents status reports and other project information to external and internal stakeholders and may represent the DCIO in meetings.
  • Oversees schedules, work plans, resource requirements, project budgets, and cost estimates and projections, and coordinates project activities with internal and external staff or stakeholders.
  • Maintains project budgets, work plans, resource allocations and associated reports for projects assigned.
  • Develops standard guidelines, procedures, rules, and regulations for project methodologies.
  • Responsible for and coordinating project activities with all external stakeholders.
  • Plans and develops methods and options to reduce risks to the objectives of assigned projects.
  • Determines and implements appropriate risk mitigation strategies based on risk tolerance measures agreed upon by the project sponsor.
  • Coordinates, directs, assigns, and evaluates the work of staff.
  • Performs related work as assigned.
