About The Position

The Project Manager will oversee protective force services in support of the Subcontractor’s obligations under the Statement of Work (SOW). This role is responsible for providing the necessary security, safety, administrative, managerial, operational, and logistical services required during the subcontract period, in accordance with approved Plans and Operating Procedures and under the direction of the Subcontract Manager’s Technical Representative (SMTR). Given the nature of protective requirements at the Strategic Petroleum Reserve (SPR), the Project Manager will ensure close, daily coordination with the M&O Security Directorate and other mission stakeholders to maintain compliance, readiness, and operational excellence. Position is contingent upon contract award.

Requirements

  • Education & Experience: Bachelor’s degree and 10–15 years of management-level experience in the security field.
  • Field Leadership: Extensive field experience directing security, military, or police force operations.
  • Training Expertise: Hands-on experience conducting training and exercise evaluation.
  • Technical Proficiency: Proficient in MS Word, Outlook, PowerPoint, and Excel.
  • Professional Communication: Strong written, verbal, and interpersonal skills; capable of engaging across technical and executive stakeholders.
  • Execution & Prioritization: Proven ability to multi-task, prioritize conflicting demands, and meet tight deadlines.
  • Knowledge Areas: Working knowledge of Operational Planning, Fair Labor Standards Act (FLSA), union negotiations, and current Design Basis Threat (DBT).
  • Organizational Acumen: Demonstrated experience managing within a fragmented organization (multi-site, matrixed, or complex stakeholder environment).

Nice To Haves

  • Prior experience supporting federal security programs (e.g., DOE, DHS, DoD).
  • Experience with protective force accreditation, audits, or external inspections.
  • Certifications (e.g., PMP, ASIS CPP/PSP, ICS/NIMS).
  • Experience with policy development, SOP/SOG writing, and performance metrics (KPIs).

Responsibilities

  • Program Leadership: Lead and manage the subcontract’s protective force services, ensuring full compliance with the SOW, Plans, Operating Procedures, and SMTR guidance.
  • Operational Coordination: Maintain tight operational alignment with the M&O Security Directorate; coordinate activities across security operations, training, logistics, and administration.
  • Protective Operations Oversight: Direct field operations for security personnel, including post orders, patrols, response plans, and incident management protocols.
  • Training & Readiness: Plan, conduct, and evaluate training, drills, and exercises; implement corrective actions and lessons learned to drive continuous improvement.
  • Staffing & Workforce Management: Oversee recruitment, onboarding, scheduling, and performance management; ensure compliance with the Fair Labor Standards Act (FLSA) and applicable collective bargaining agreements.
  • Union Relations: Support or lead union interactions and negotiations in coordination with HR and legal; maintain productive labor-management relationships.
  • Operational Planning: Develop and maintain operational plans aligned with current Design Basis Threat (DBT), risk assessments, and regulatory requirements.
  • Compliance & Reporting: Prepare and deliver timely reports, metrics, and incident summaries to the SMTR and other stakeholders; ensure all documentation meets contractual and regulatory standards.
  • Budget & Logistics Management: Manage budgets, equipment, vehicles, facilities, and supply chains supporting protective operations; optimize resources and control costs.
  • Risk & Incident Management: Serve as the senior on-site authority for emergencies and critical incidents; ensure robust command-and-control, escalation, and after-action processes.
  • Stakeholder Communication: Provide clear, professional written and verbal updates to leadership; represent the subcontractor in meetings, audits, and inspections.
  • Change Management: Navigate and stabilize a fragmented organization, aligning teams, processes, and priorities to meet mission objectives under tight deadlines.
