About The Position

The district government’s PASS Modernization Project is replacing the existing on-premises procurement management system with a new state-of-the-art cloud solution. OCP seeks a Project Manager to support the Project Management Office (PMO) by overseeing the development and updating of procurement templates, policies, and procedures.

Requirements

  • Bachelor’s degree in English, communications, business, or a related field, or equivalent experience is required.
  • Expert proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint) required.
  • Project management experience in technical writing or documentation management, with demonstrated writing and editing skills.
  • Demonstrated written and verbal communication skills, with the ability to clearly articulate messages and tailor documents for diverse audiences.
  • Proven leadership and decision-making skills managing a diverse team including onsite and virtual team members
  • Willing to work onsite 4 days a week

Nice To Haves

  • PMP certification
  • Experience or familiarity with contract law or procurement processes.
  • Experience managing cloud ERP testing.
  • Experience with Microsoft SharePoint and Teams

Responsibilities

  • Provide project planning activities, including:
  • Developing, maintaining, and monitoring project schedules.
  • Creating and maintaining project documents.
  • Coordinating submissions of workstream weekly status reports.
  • Developing PMO status reports and preparing status presentations using Microsoft PowerPoint.
  • Reporting status to the PMO, project leadership, and organizational leadership.
  • Organizing project artifacts in Microsoft Teams.
  • Coordinate and contribute to the development and revision of procurement sourcing, contract, and related templates to reflect current policies, procedures, and legal requirements.
  • Coordinate and contribute to the development and revision of procurement process and procedure documentation to ensure clarity and compliance with organizational and legislative policies.
  • Collaborate with the PASS Modernization Project PMO, legal staff, OCP leadership, procurement staff, and other subject matter experts to gather information for template, policy, and procedure development.
  • Facilitate workshops or meetings to obtain information needed for documentation or to determine documentation requirements.
  • Ensure all documents meet legal requirements, regulatory standards, and adhere to OCP style guides and templates.
  • Conduct ongoing reviews of existing documentation to identify areas for improvement.
  • Produce high-quality documentation that is clear, consistent, accurate, and meets procurement industry standards.
  • Maintain all documents in designated Microsoft Teams folders, ensuring they are organized, up-to-date, and easily accessible by procurement staff.
  • Develop simple, understandable step-by-step job aids to support the implementation of new or revised templates and documents.
  • Translate the strategic vision for templates, policies, and procedures into actionable plans, including:
  • Project plans, resource alignment, training, communications, transformation management, change management, system integration testing, user acceptance testing, go-live preparations, and post-go-live support.
  • Balance multiple priorities by coordinating workstream resources and monitoring activities to maintain PMO schedules, updating as necessary, and mitigating impacts to other workstreams.
  • Leverage prior experience on large projects or significant segments of complex projects to:
  • Analyze complex delivery dates and create innovative Microsoft Project schedules or Agile Scrum Roadmap Timebox schedules.
  • Align schedules with organizations, stakeholder groups, functional workstreams, technology, methodology, tools, and solution components to deliver on time and within budget.
  • Monitor progress to track milestones and report status.
  • Oversee project scope and objectives, including managing RAID (Risks, Actions, Issues, and Decisions), change management, and communications processes.
  • Organize and maintain all project artifacts in Microsoft Teams and SharePoint folders for team access.
  • Participate in PMO, Steering Committee, and other project meetings, documenting discussions and decisions.
  • Serve as a liaison to facilitate communication between the PMO, other project managers, and team members.
  • Support the PMO in all aspects of the project.
