Our core area of expertise is the development and management of cyber range capabilities, networking solutions, implementation of policies, processes, and tools required to conduct cyber operations and testing. Description: Circadence is seeking a Program Manager to lead execution of Army and DoD cyber programs supporting missioncritical infrastructure, training, and cyber operations. This role manages complex IDIQ contracts with multiple task orders and serves as the primary interface with Government customers and oversight agencies.

Requirements

  • Bachelor’s degree or equivalent experience.
  • 10+ years of Federal program management experience.
  • Proven experience managing IDIQ contracts with multiple task orders.
  • Strong experience with CPFF, T&M, FFP, and CNF contract types.
  • Expertise in DoD / Army financial, contracting, and acquisition regulations.
  • Direct experience with ACC, DCMA, and DCAA.
  • Experience managing subcontractors.
  • Experience supporting Army or DoD cyber mission programs.
  • Experience managing large, complex Federal programs.
  • U.S. Citizen with active or inactive TS clearance.
  • Must be located near Redstone Arsenal or willing to relocate.

Responsibilities

  • Lead execution of IDIQ contracts with multiple task orders supporting cyber infrastructure and solution development.
  • Manage the full contract lifecycle from kickoff through closeout.
  • Serve as the primary programmatic point of contact for Army and DoD customers.
  • Ensure compliance with FAR, DFARS, and customer-specific requirements.
  • Manage CPFF, T&M, FFP, and CNF contracts, including EAC/ETC, burn-rate analysis, and invoice review.
  • Lead responses to DCAA, DCMA, and Army Contracting Command (ACC) audits and data calls.
  • Oversee subcontractor performance, procurement activities, and contractual deliverables.
  • Maintain Program Management Plan (PMP) artifacts including risk, quality, and configuration management.
  • Manage Government Furnished Equipment (GFE) accountability and compliance.
  • Coordinate cross-functional teams across engineering, contracts, finance, procurement, and security.
