About The Position

The Project Manager at Health Market Connect leads cross-functional projects from initiation through implementation, ensuring they are delivered on time, within scope, and within budget. This role is responsible for coordinating internal teams and external stakeholders, managing risks and resources, and driving clear, consistent communication to achieve client and organizational objectives. Health Market Connect is the prime contractor with Pennie, the Pennsylvania Health Insurance Marketplace, and manages the statewide assistance network. Pennie-Certified Assisters offer free, local, in-person support to individuals and families interested in learning more about quality health insurance options. This project aims to strengthen grassroots outreach efforts, raise awareness of available coverage options, and build trust among uninsured populations through a network of eight regional organizations that serve as hubs in their respective areas.

Requirements

  • Bachelor’s degree in business, management, engineering, information systems, or a related field, or equivalent combination of education and relevant project management experience.
  • 3+ years of experience leading or coordinating projects, ideally in a consulting government, nonprofit, or professional services environment.
  • Demonstrated proficiency with project management and productivity tools (Slack, Microsoft Word, Excel, SharePoint, Google Calendar, Gmail, Google Meet, etc.)
  • Proven ability to manage multiple priorities simultaneously, organize work effectively, and meet deadlines in a dynamic environment.
  • Strong verbal and written communication skills, including the ability to translate technical or complex information for diverse audiences.

Nice To Haves

  • Project Management Professional (PMP), Certified associate in project management (CAPM), or other relevant project management certification.
  • Prior experience managing projects for public sector, healthcare, human services, technology, or operations-focused clients.
  • Experience working in consulting or staff augmentation environment, coordinating cross-functional and geographically dispersed teams.
  • Strong analytical and problem-solving skills, with the ability to anticipate issues, propose solutions, and make data-informed recommendations.
  • Demonstrated ability to build collaborative relationships with clients, vendors, and internal stakeholders at all levels.

Responsibilities

  • Lead the end-to-end planning, execution, and delivery of assigned projects, defining scope, objectives, timelines, and resource plans in collaboration with stakeholders.
  • Develop and maintain detailed project plans, schedules, and status reports to track progress, manage dependencies, and keep all parties informed of key milestones and risks.
  • Facilitate regular project meetings, including kickoffs, working sessions, and status updates, ensuring clear decisions, action items, and accountability.
  • Identify, assess, and manage project risks and issues, escalating as appropriate and implementing mitigation strategies to keep project on track.
  • Coordinate work across functional teams (technology, marketing & design, etc.)) to ensure deliverables are aligned, quality standards are met, and client expectations are managed.
  • Monitor project budgets, track costs against estimates, and support decision-making to maintain financial targets and profitability where applicable.
  • Documents project requirements, decisions, and changes, maintaining organized records, project artifacts, and post-implementation learning for continuous improvement.
  • Champion process improvement by identifying opportunities to refine project management practices, templates, and tools across 1 Alpha Consulting LLC.
