Trilogy Federal is seeking a Project Manager to lead Technology Business Management (TBM) initiatives for the VA Office of Information and Technology (OIT), IT Budget and Finance (ITBF). The role manages enterprise IT financial management projects, aligning them with ITBF strategic priorities and delivering measurable improvements in IT cost transparency, financial governance, and decision-making. The Project Manager brings extensive experience leading complex federal IT projects, implementing and sustaining TBM practices, driving data-informed insights, coordinating cross-functional teams, ensuring solution adoption, and providing executive-level reporting to support leadership. We are seeking candidates for a hybrid-location role in Arlington, VA, or for full-time remote work. Please note, this position is contingent upon award (estimate March/April 2026).

Requirements

  • Bachelor’s degree in IT, Business, or a related field.
  • 8+ years of project management experience managing IT financial management projects.
  • PMP certification, Certified Scrum Master (CSM), SAFe certification, or similar.
  • Familiarity with Apptio or TBM platforms.
  • Strong leadership, communication, and risk management skills.
  • Ability to obtain a Public Trust clearance.

Nice To Haves

  • VA or Federal experience preferred.
  • Experience working in an Agile environment (SAFe preferred).

Responsibilities

  • Serve as the primary point of contact with ITBF stakeholders, leading planning, execution, and monitoring of TBM initiatives, and ensuring alignment with ITBF priorities, federal regulations, and executive directives.
  • Develop, maintain, and manage project plans, schedules, budgets, milestones, and dependencies, overseeing all phases of the project lifecycle and ensuring timely delivery and compliance with requirements.
  • Orchestrate cross-functional teams, including technical architects, analysts, and resources, to drive implementation, adoption, and continuous improvement of TBM/Apptio solutions.
  • Monitor risks, manage change requests, and establish governance processes to ensure quality, compliance, and standards across all project activities.
  • Prepare and deliver executive-level reporting, dashboards, and updates, translating TBM and financial data into actionable insights for leadership decision-making.
