About The Position

The Pennsylvania Department of Health is seeking an experienced Project Manager (PJM4) to support the transition of a legacy, on-prem EMS registry to the ImageTrend SaaS platform . This role will lead end-to-end project execution, working closely with DOH leadership, vendors, and cross-functional IT teams to ensure successful delivery.

Requirements

7+ years of experience managing large-scale technical projects
PMP certification (minimum 5 years) – PMI preferred
Strong leadership, communication, and stakeholder management skills
Experience managing projects with 8–12+ month delivery cycles
Ability to work onsite 2 days per week in Harrisburg, PA
Candidates must currently reside in Pennsylvania. No relocation.

Nice To Haves

Experience implementing SaaS solutions
Public Health experience, especially Emergency Medical Services (EMS)
Bachelor’s degree or equivalent technical education

Responsibilities

Lead full lifecycle project management (PMI phases) for a large, high-profile IT initiative
Manage SaaS implementation and data migration from legacy systems
Execute and enforce vendor Statement of Work (SOW) and SLAs
Develop and manage project plans, schedules, budgets, and estimates
Drive stakeholder engagement, communication, and executive reporting
Monitor risks, issues, and dependencies using RAID+ logs
Ensure adherence to HHS DC IT PMO standards and methodologies
Coordinate system testing, quality assurance, and go-live activities
Utilize SharePoint and Microsoft Teams for project documentation
Provide weekly status reports, metrics, and leadership updates
Mentor junior project management staff as needed
