About The Position

The Project Manager will serve as the senior lead responsible for the successful planning, execution, control, and delivery of the Environmental Information Management System (EIMS). This role requires a PMP-certified, senior Project Manager with extensive State of Illinois experience, capable of managing complex system implementations while ensuring regulatory compliance, stakeholder alignment, and on-time, on-budget delivery. The Project Manager will act as the primary liaison between the vendor, State’s leadership, assigned project managers, Legal teams, and other key stakeholders.

Responsibilities

  • Oversee overall contract activities, including all project management components supporting:
  • Drive alignment with approved project timelines, deliverables, and milestones.
  • Lead full project lifecycle activities from initiation through implementation, deployment, and closeout.
  • Ensure adherence to approved project management methodologies, standards, and best practices.
  • Act as the primary point of contact and liaison between Vendor teams, State’s leadership, Assigned State’s Project Manager, IEPA Legal and compliance teams.
  • Coordinate closely with State’s Project Sponsors, stakeholders, and cross-functional project team members.
  • Prepare and deliver executive-level status reports, dashboards, and presentations.
  • Facilitate steering committee meetings, project reviews, and decision-making forums.
  • Drive system and project compliance with applicable federal, state, and environmental regulations.
  • Identify, assess, and manage project risks, issues, and dependencies.
  • Develop and implement risk mitigation and contingency strategies.
  • Ensure contract compliance and adherence to IEPA governance requirements.
  • Oversee and manage the project budget, including tracking costs, forecasts, and variances.
  • Ensure efficient utilization of project resources across vendor and client teams.
  • Monitor scope changes and support change control processes.
