We are seeking a Project Manager to support GAO Human Resources Support Services with eOPF Scanning Services for the Government Accountability Office (GAO) in Washington, D.C. So, what will the GAO HR Support Services Project Manager at Terrestris do? As the GAO HR Support Services Project Manager, you will lead GAO Human Resources Support Services eOPF Scanning Services, overseeing a team of two, managing OPF review, digitization, quality control, and transition to eOPF in compliance with OPM, NARA, FADGI, and GAO requirements.

Requirements

  • Authorization to work in the U.S. permanently without sponsorship.
  • A Bachelor’s degree in HR, business administration, or a related field.
  • A minimum of (3) years of experience:
  • Using eOPF, HRConnect, and NFC Mainframe/Reporting.
  • In project management and/or a PMP.
  • In Personnel Action Request (PAR) processing
  • Proficiency using MS Office (Outlook, Excel, Word, SharePoint).
  • Demonstrated experience using OPM’s Guide, NARA GRS 2.1 & 2.2, and FADGI 3-star guidelines.
  • Experience in large-scale digitization using FADGI 3-star guidelines, including eOPF digitization.
  • Working knowledge of OPF records and service history verification.
  • Experience conducting quality control reviews of HR documentation.
  • Proficiency with scanning equipment.
  • Excellent verbal and written communication skills.
  • Ability to interact with individuals at all levels.
  • Strong attention to detail; accuracy of data.
  • Knowledge of safeguards to protect documents from loss or unauthorized disclosure.

Responsibilities

  • Lead GAO eOPF scanning services, managing team activities, schedules, and daily operational priorities.
  • Oversee comprehensive review, scanning, indexing, and digitization of GAO Official Personnel Folders.
  • Ensure compliance with OPM Guide to Personnel Recordkeeping, NARA requirements, and FADGI standards.
  • Implement quality control, chain-of-custody procedures, and corrective actions for OPF discrepancies.
  • Coordinate with GAO stakeholders, provide status reporting, and support secure records management operations.
