About The Position

Peraton is seeking a Project Manager in San Diego, CA to lead the delivery of enterprise IT solutions for the County of San Diego (CoSD). This highly visible, customer-facing role operates within the Program Management Office (PMO) and is responsible for leading one or multiple complex IT projects across diverse departments. The ideal candidate excels in fast-paced environments, possesses strong technical acumen, and demonstrates a proven ability to deliver high-impact solutions on time and within budget while maintaining exceptional client relationships.

Requirements

  • Minimum of 10 years experience
  • Must have experience leading complex technical projects or programs within government or enterprise environments
  • Experience developing project proposals, statements of work, project estimates and implementation strategies aligned to customer requirements
  • Experience creating detailed project plans that include critical paths, dependencies, and milestones
  • Ability to estimate and manage project schedules and resources to deliver on time and within budget
  • Foundational understanding of IT hardware and software systems
  • Knowledge of production processes, quality control, cost considerations, and methods for optimizing production and distribution operations
  • Fundamental understanding of business and management principles, including strategic planning, resource allocation, and production methodologies
  • Demonstrated leadership and management in matrixed, complex, multi-vendor environments involving resources at all organizational levels
  • Experience leading cross‑functional project teams, mentoring staff, and providing performance feedback.
  • Strong verbal and written communication abilities, excellent problem‑solving skills, attention to detail, and effective interpersonal skills
  • Strong client relationship skills with the ability to represent the delivery team and effectively manage customer expectations
  • Ability to work independently, prioritize tasks, and manage time efficiently
  • Ability to operate effectively in fast-paced, time-sensitive environments
  • Active PMP certification
  • Ability to work on-site/hybrid within San Diego County
  • U.S. Citizenship required

Nice To Haves

  • Bachelor’s degree in Computer Science, Information Technology, a related field, or equivalent experience
  • Experience supporting State & Local Government, preferably the County of San Diego
  • Background in digital transformation, infrastructure modernization, or application delivery
  • Modern software development lifecycle experience
  • Working knowledge of Microsoft tools including MS Project, and platforms such as ServiceNow
  • Experience with workflow and backlog management tools such as ServiceNow, Jira, or Azure DevOps or other Software as a Service platforms
  • Experience managing multi-vendor environments and large-scale enterprise IT solutions
  • Experience leading hybrid/on-site delivery teams with strong stakeholder engagement requirements

Responsibilities

  • Lead the full lifecycle delivery of complex IT projects and programs, ensuring alignment to customer objectives and organizational priorities
  • Partner directly with County of San Diego Technology Office (CTO) and key stakeholders to define project requirements, scope, and implementation strategies that balance cost, schedule, and performance goals
  • Apply strong technical acumen to understand complex IT environments and translate technical impacts into actionable business decisions
  • Collaborate closely with architecture and engineering teams to design and deliver scalable cloud, microservices, and API‑based solutions
  • Lead execution of projects using Agile, Waterfall, or hybrid methodologies, tailoring processes as needed
  • Oversee the Software Development Lifecycle (SDLC), including requirements refinement, design, development, testing, and release management.
  • Develop and manage detailed project plans including schedules, milestones, dependencies, and critical paths
  • Develop Statements of Work (SOWs), proposals, staffing plans, and project estimates
  • Coordinate across multiple third-party vendors to align deliverables and ensure integrated execution
  • Manage Time & Materials (T&M) and other contract types, including cost control, resource allocation, and financial tracking
  • Utilize financial and performance management tools and techniques to proactively drive project delivery, cost, and schedule objectives
  • Identify risks, issues, and dependencies; implement proactive mitigation strategies to ensure successful outcomes
  • Manage personnel, teams, and project-related tasks while maintaining cost, schedule, and performance commitments
  • Lead cross-functional teams, including subcontractors and matrixed resources, to achieve high quality delivery outcomes
  • Provide leadership, mentorship, and performance feedback to project team members
