About The Position

The Project Manager serves as the single point of contact between the Government and the contractor for all SERDP and ESTCP program support activities. The PM is responsible for formulating and enforcing work standards, assigning contract staff and schedules, managing subcontractors, and maintaining regular contact with the Government's Contracting Officer's Representative (COR). The PM must have sufficient technical training to manage and assure the quality of technical reviews across all SERDP and ESTCP program areas.

Requirements

  • Minimum 10 years' experience in project management, including 5 years' experience managing a team of the size and diversity of skills needed to perform work described in the PWS.
  • Demonstrated experience with government management of research and development programs.
  • Familiarity with the structure and management of the Department of Defense.
  • Sufficient technical training to be capable of managing and assuring the technical quality of program support provided, including technical reviews.
  • Ability to supervise all project personnel and communicate policies, procedures, and goals.
  • Active SAM registration (employer); ability to meet security access requirements for work at SERDP/ESTCP Office and Pentagon as needed.

Nice To Haves

  • Prior experience supporting SERDP, ESTCP, or similar DoD science and technology program office.
  • Familiarity with FACA-governed advisory board operations.
  • PMP or equivalent project management certification.
  • Experience with SEMS-type online project management and reporting systems.
  • Experience managing Technical Reviewer pools across multiple scientific disciplines.

Responsibilities

  • Serve as primary point of contact with the Government COR and Contracting Officer.
  • Establish clear organizational lines of authority and manage all resources assigned to the contract.
  • Respond to Government requests for contractual actions in a timely manner (per PWS §4.3.2).
  • Develop, implement, and maintain the Quality Control Plan (QCP); submit to Government within 30 days of award.
  • Provide monthly progress reports summarizing activities, cost, performance, and schedule against the original work plan.
  • Manage the annual cycle of SERDP/ESTCP activities: solicitation development, proposal management, technical review coordination, project tracking, meeting logistics, and outreach.
  • Supervise all direct reports and subcontractors; ensure no personal services situations arise.
  • Review and respond to Information Requests from OSD, Congress, GAO, and similar entities within 1–7 days (PWS §8).
  • Ensure timely reporting of ALL contractor labor hours via SAM.gov by October 31 of each FY.
  • Notify CO prior to replacement of any key personnel and submit replacement candidates with equal or better qualifications.
