About The Position

ICF is seeking a Project Manager who will be the primary on-site lead responsible for providing comprehensive project management, oversight, and technical direction in support of program operations under this federal contract. This role ensures that all contractual tasks are executed in compliance with federal guidelines, HHS/ACF/OHS procedures, and contract requirements. The Program Manager will oversee personnel, maintain effective administrative control, ensure quality assurance, and serve as the central point of coordination between Contractor staff and Government officials. This will be on-site in DC 5 days a week.

Requirements

  • Bachelor's or Master's degree in public administration, business, management, communications, or related field
  • 5+ years of experience in federal program management, project management, or large-scale operations oversight.
  • 2+ years of experience leading multidisciplinary teams in a federal contracting environment.
  • US government issued security clearance required (will be initiated upon hire)
  • Valid driver’s license and ability to pass an MVR check.

Nice To Haves

  • Prior experience supporting HHS, ACF, or Office of Head Start programs.
  • PMP or equivalent project management certification.
  • Experience in media relations, stakeholder outreach, or public communications.
  • Background in consulting, organizational development, or policy analysis.
  • Strong understanding of federal guidelines, administrative requirements, and government communication practices.
  • Proven ability to manage complex projects, prioritize tasks, and deliver high-quality results under tight deadlines.
  • Exceptional written and verbal communication skills.
  • Experience in quality assurance, performance monitoring, and process improvement.
  • Ability to work collaboratively with senior federal officials and diverse stakeholder groups.

Responsibilities

  • Provide overall project leadership, direction, administration, and quality assurance to ensure successful execution of all contract requirements.
  • Oversee day-to-day operations and manage all activities required to deliver timely, effective support in accordance with the Statement of Work (SOW).
  • Serve as the primary on-site point of contact for the COR and OHS management officials, receiving tasking, guidance, and priorities.
  • Track project performance, identify issues or emerging trends, and provide recommendations for continuous improvement.
  • Recruit, assign, manage, and retain technically qualified personnel capable of executing assigned functions efficiently, reliably, and professionally.
  • Manage staff performance, workloads, schedules, and training as necessary.
  • Ensure the development and dissemination of clear, accurate, and timely communications to stakeholders, including federal agencies, state partners, the general public, and media outlets.
  • Coordinate consulting services, including technical advice, strategic planning, process improvement, and mission-oriented program analysis, as requested by OHS.
  • Establish and manage quality assurance and quality control procedures for all deliverables and tasks.
  • Monitor compliance with all contract requirements, federal guidelines, and internal Contractor policies.
  • Ensure all travel and direct costs receive COR pre-approval prior to incurring expenses.
  • Support the design, development, testing, or operation of new services or concepts proposed by the Contractor or OHS.
