Requirements

  • Graduation from an accredited four-year college or university with major course works in engineering, program management, California State Contractors License, or equivalent combination of education and experience which produces the following:
  • Knowledge of the occupational hazards and safety precautions of the job.
  • Knowledge of computer and applicable software programs.
  • Knowledge of research methods and techniques.
  • Knowledge of methods of report and design document presentation.
  • Ability to coordinate the work of contractors in a manner conducive to full performance.
  • Ability to analyze and interpret research findings.
  • Ability to write and orally present clear and concise reports, scopes of work and specifications.
  • Ability to maintain effective working relationships with other employees, the public, contractors, and consultants, and to deal with public relations problems courteously and tactfully.
  • Ability to effectively interpret design and construction documents and perform quality control checks of same.
  • Ability to multi-task, remain flexible, prioritize, and delegate appropriately.
  • Possession of a valid California driver’s license.
  • While performing the duties of this job, the employee is frequently required to talk, hear, use hands and fingers to grasp, feel, and reach.
  • Is regularly required to sit for long periods of time.
  • Reading comprehension, detailed work, confidentiality, problem solving, multi-tasking, analysis, read blueprints, training, reasoning, and verbal/written communication skills.

Responsibilities

  • Confers with the Department Manager concerning objectives, new or revised policies, operating problems and matters affecting the flow of work.
  • Plans and implements new projects or maintenance programs in accordance with established objectives.
  • Performs research and analyses for projects.
  • Evaluates specific issues and summarizes findings and conclusions.
  • Develops specific recommendations; reviews data and conclusions with others; prepares and presents reports to committees, boards or others as directed.
  • Assist the Department Manager in consultant selection by developing lists of potential consultant firms, developing criteria and judging formats, preparing and transmitting the request for proposals, assisting in the review of written proposals, assisting in conducting interviews, evaluating candidates, and making recommendations.
  • Review construction document submissions and provide written comments on the coordination by the Consultant of the various disciplines, including architectural, structural, mechanical, electrical and plumbing.
  • Develop a project schedule to include pre-construction and construction activities.
  • Prepares scopes of work and assists in specification preparation for request for proposals.
  • Performs cost estimating in an effort to develop project budgetary costs; prepares reports and makes presentations on a variety of maintenance/construction related issues.
  • Tracks project schedules, implementation processes, and assists on an as-needed basis with construction inspections.
  • Works closely with outside consultants and contractors who provide designs, studies, analyses, and technical services for projects.
  • Monitors contract compliance; oversees the schedule and budget for various contracted services provided to the Community relative to large programs and capital projects.
  • Plans, organizes and supervises the upgrade, maintenance, and repair of all mutual owned facilities.
  • Implements capital improvement projects as approved by the Board of Directors.
  • Provides technical leadership on a daily basis.
  • Coordinates activities and interfaces with regulatory agencies, utility providers, professional consultants, contractors and residents as required.
  • Maintains a variety of records including those relating to contracts, budgets, project progress, requests for information, submittals, plans, specifications, engineering records, and other technical materials.
  • Gathers and analyzes a wide variety of organizational, financial, statistical, technical and procedural data from numerous sources.
  • Documents data through the preparation of comprehensive work papers, and performs field inspections for quality control of division activities or special projects.
  • Drives a vehicle to meetings, workshops, and other job related responsibilities.
  • Works effectively with co-workers, customers and others by sharing ideas in a constructive and positive manner; listens to and objectively considers ideas and suggestions from others; keeps commitments; keeps others informed of work progress, timetables and issues; addresses problems and issues constructively to find mutually acceptable and practical business solutions; addresses others by name, title or other respectful identifier, and; respects the diversity of our work force in actions, words and deeds.
