Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Eglinton West Extension Office is seeking to hire a Project Manager for Tunnels. The Project Manager will administer a variety of services for Eglinton Crosstown West Extension project related to civil road works, launch shaft, extraction shaft, cross passage and twin tunnels, in a safe, timely, standardized and cost-effective manner for quality services. You will be responsible for managing Constructor activities and the Technical Advisory team with design compliance and construction oversight for each of these disciplines.

Requirements

  • Completion of a degree in Engineering or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in project management, preferably within the public sector.
  • Project management experience to manage assigned projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out
  • Organizational, interpersonal and oral/written/presentation communication skills to coordinate complex projects under pressure to meet schedule and budget commitments
  • Knowledge of Alternative Finance Procurement (P3) method is required
  • Knowledge of Contract Law, Construction Liens Act, the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act.
  • Knowledge of Human Resources legislation to monitor and manage employees and contractors, including experience in the application of collective agreement provisions.
  • Strong problem solving and influencing skills to establish effective working relationships, negotiate, and deal with a variety of contacts, both internal and external to the organization; along with the ability to gain cooperation from individuals not under direct authority
  • Interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity and to liaise with all levels within the organization and with specialists across multiple sectors.
  • A valid Ontario Class ‘G’ driver’s license is required to travel to various site locations, meetings, operational facilities etc. Must meet and maintain the corporate standard for a good driving record.

Nice To Haves

  • Project Management Professional (PMP) certification or partial completion is an asset
  • Registration as a Professional Engineer or Architect in the Province of Ontario is an asset.
  • Knowledge of transportation industry is an asset

Responsibilities

  • Envisions project scope of work, initiates, prepares and presents for execution, terms of reference and subsequent addenda for agreements governing the engagement of consultants.
  • Performs complete start to close-out project management as required to meet corporate commitments, with or without staff delegation
  • Serves as technical specialist on studies as well as design and construction matters.
  • Defines the need for concept, preliminary or detail design alternatives and new or improved procedures, design standards, specifications or contract documents
  • Provides administrative, design, editing, technical, estimating, and priority direction to staff and personnel assigned to project, through all project stages
  • Reviews requests for acquisitions, requisitions for purchase orders, change orders for contracts and addenda for consultant agreements
  • Ensures that capital projects and programs for new infrastructure are met. Maximize customer service, satisfy internal stakeholder requirements, incorporate external agency requirements, and serve public interests
  • Reviews and approves draft Project Charter documents
  • Coordinates a number of complex tasks under pressure to meet schedule and budget commitments
  • Reviews and evaluates consultant studies, reports, design proposals, specifications and contract documents, to meet established policies, procedures and standards
  • Assist the Senior Project Manager and Manager in directing and leading the TA (Technical Advisor) and providing construction oversight in administration of the contract.
  • Assist with administering the Project Agreement throughout all phases of the project lifecycle
  • Engagement and interface with third party stakeholders such as municipalities and transit agencies
  • Manages site reviews/audits to ensure contractors and consultants are working in compliance with their contracts with an emphasis on maintaining a safe working environment
