Plans, coordinates, and manages the Transportation Department projects with an emphasis on capital improvement projects. Provides oversight and management on assigned projects. Coordinates with various disciplines within the Transportation Department to deliver projects. The ideal candidate for the role will a Bachelor's degree in civil engineering or construction management and five years of increasingly responsible experience in public works project management.

  • Plans, coordinates, and manages Transportation Department projects starting from the scoping phase, then through the design phase and ending through the construction and warranty phase, with an emphasis on capital improvement projects within the city's approved Capital Improvement Plan.
  • Prepares project scoping reports. This requires coordination with internal and external staff within the city.
  • Participates in the selection process for design professional services, developing design scopes of work, negotiating consultant fees, and managing design contracts.
  • Coordinates with Property Management Division in the engineering Department when Right-of-way is required.
  • Analyzes and interacts with other department staff to coordinate project activities.
  • Schedules, conducts, and documents project meetings, including meetings with property owners, design review meetings, and constructability review meetings to ensure projects are feasible and constructible.
  • Reviews and provides comments on all state and federally funded projects.
  • Coordinates the development of the scope of work for assigned projects, providing direction to department staff regarding alternate procurement methods for construction services.
  • Manages the work of outside design consultants by establishing preliminary project design requirements, conducting constructability reviews, and preparing preliminary cost estimates.
  • Prepares and negotiates contracts and fees, maintains design schedules and plan reviews.
  • Implements and manages alternate project delivery methods per city procurement guidelines and state statutes.
  • Prepares project cost estimates and develops schedules for bidding, construction; manages construction contracts, conducts pre-bid meetings, bid openings, evaluates bidders, and conducts pre-construction meetings.
  • Prepares and reviews comprehensive project schedules covering all phases, from project scoping through construction completion; investigates and resolves schedule conflicts on capital improvement projects. Negotiates contract change order requests and proposed additions/deletions to contracts throughout the process, reviews pay estimates for contractors and consultants, conducts project progress meetings and project conferences.
  • Provides assistance and project management to department staff.
  • Provides direction and assistance to city staff, developers, consultants, and outside agencies regarding engineering projects.
  • Responds to and resolves citizen inquiries and complaints regarding engineering projects.
  • Coordinates city public works projects with other cities and agencies.
  • Prepares and presents written and oral reports on public works projects for city management and the public.
  • Holds and directs public meetings to keep the public informed of the direction and progress of public works projects.
  • Assists in the development of the division budget and public works capital improvement budget.
  • Represents the city on professional and intergovernmental committees.
  • Operates city vehicles.
  • Performs other related duties as assigned.
  • Bachelor's degree in civil engineering or construction management and five years of increasingly responsible experience in public works project management.
  • Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

  • Knowledge of: MAG Standards
  • Knowledge of: Glendale 2015 Engineering Design Standards
  • Ability to: Use project management and scheduling software
  • Ability to: Develop and monitor a project budget
  • Ability to: Make decisions regarding project priorities, costs, and alternatives
  • Ability to: Perform research, analyze findings, prepare and present reports to city management
  • Ability to: Communicates effectively, both verbally and in writing

  • Valid Arizona driver's license.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
  • Professional Engineering (PE) certification preferred
