About The Position

Manages projects and assigned staff of varying size, scope and impact from single business units up to multi-component projects with high value and organizational visibility within large divisions and departments. The ideal candidate for the Construction Project Manager is a technically proficient and results-driven professional with experience managing the design and construction of capital improvement projects within a utility environment. The candidate should have hands‑on experience overseeing the full lifecycle of projects from design through construction within water, wastewater, or reclaimed water systems. This role leads multi‑component pipeline replacement and extension projects, often exceeding $20 million in value, ensuring they are executed safely, efficiently, and in alignment with organizational goals. The successful candidate will possess working knowledge of capital project development, design coordination, construction management, procurement, budgeting, scheduling, safety, and risk management. Responsibilities include managing design work orders utilizing continuing engineering consultant contracts; conducting plans review to ensure constructability and adherence to design standards; and coordinating internal project feedback to design teams. The position serves as the primary point of contact for Infrastructure Maintenance projects and supports projects ranging from single business units to highly visible, multi-disciplinary efforts. Strong communication and organizational skills are essential. The ideal candidate effectively communicates technical and project information verbally and in writing, collaborates across divisions and departments, and exercises independent judgment to ensure projects remain on schedule, within budget, and aligned with operational needs. Proficiency with project management tools, document control systems, and standard office software is required. The ideal candidate is detail-oriented, adaptable, safety-focused, and committed to continuous improvement, infrastructure reliability, and public service.

Requirements

  • Knowledge of project management theory, techniques and tools.
  • Knowledge of the processes, activities, requirements and objectives of the functional area to which assigned.
  • Skill in developing tracking systems to monitor work progress.
  • Ability to effectively coordinate resources and manage these resources to a successful project outcome.
  • Ability to analyze the risks and future impact of decisions.
  • Ability to establish and maintain effective working relations with others within and outside own organization.
  • Ability to collect, organize and analyze data and develop logical conclusions.
  • Graduation from an accredited four year degree granting college or university; AND
  • Four years of program/project management experience directly related to the position duties;
  • OR
  • An equivalent combination of education (not less than a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Responsibilities

  • Performs project management work by managing, coordinating and implementing medium sized projects.
  • Participates in the development of the scope of work.
  • Establishes administrative procedures and guidelines to ensure effective project/program outcomes.
  • Prepares contract drafts, requests for proposal and other related documents for review.
  • Creates project schedules and controls resources to ensure timely completion of project.
  • Prepares and/or monitors project budgets, monitors status of allocated funds and controls expenses.
  • Coordinates with other sections and departments to ensure efficient flow of communications and services.
  • Reviews and acts on project management, administrative, and operational problems.
  • Performs other related duties as required.
