About The Position

Outpost Technologies is seeking an experienced Project Manager with expertise in military test and evaluation programs. This position shall work closely with Government and Industry partners in support of a U.S. Army program. This team will develop test and evaluation plans, assess stakeholder needs, collaborate with engineering, and help inform decisions. This position will require constant communication with the government customer and industry partners. Therefore, the candidate must be able to apply sound engineering practice; rapidly adjust; assess risk; and determine impacts to development, integration, and test plans. Skills and past performance in test and evaluation programs are required, especially those related to EO/IR sensors, Army weapon systems, and/or counter-UAS. Communication skills are necessary. The Candidate must be self-motivated and produce excellent work that exceeds customer expectations. The Candidate must always present a professional demeanor while representing Outpost Technologies to customers and stakeholders. The posted compensation reflects the anticipated salary range for this position. Actual pay will be determined by a variety of factors including experience, education, certifications, and alignment with internal compensation structures specific to government contracting requirements.

Requirements

  • U.S. Citizen.
  • Active DoW Secret security clearance.
  • Bachelor’s degree in engineering (Mechanical, Aerospace, Electrical, Systems), Physical Sciences, or related technical discipline from an ABET-accredited university.
  • Minimum 8 years of experience in weapon systems program management, test and evaluation, or systems engineering with demonstrated progression of responsibility.
  • Minimum 5 years of direct experience with missile systems, precision fires, rocket artillery, or similar weapon system development/testing.
  • Strong Communication and presentation skills, able to make and defend informed decisions.
  • Experience managing complex DoW test programs involving multiple stakeholders, contractors, and government agencies.
  • Comprehensive understanding of ballistic missile systems including propulsion, guidance and control, warheads, and fire control integration.
  • Working knowledge of test and evaluation methodologies including developmental test (DT), operational test (OT), live fire test & evaluation (LFT&E), and combined test approaches.
  • Proven ability to develop integrated master schedules, identify critical path activities, and manage dependencies across complex technical programs.
  • Demonstrated experience making real-time decisions under pressure in dynamic test environments with high-value assets at risk.
  • Strong risk management capabilities including identification, assessment, mitigation planning, and escalation of technical and programmatic risks.
  • Demonstrated ability to lead cross-functional teams without direct authority, building consensus among stakeholders with competing priorities.
  • Track record of identifying problems, developing solutions, and implementing corrective actions without direct supervision.
  • Self-motivated professional who anticipates issues before they become critical and takes proactive measures.
  • Up to 15% Travel.
  • Current Resident of or willing to relocate to Huntsville, AL.

  • Background in insensitive munitions qualification or cluster munition compliance.
  • Knowledge of range instrumentation, telemetry systems, and test data reduction/analysis.
  • Understanding of Multi-Domain Operations (MDO) and Joint All-Domain Operations (JADO) concepts.
  • History of innovative problem-solving that resulted in schedule acceleration, cost savings, or technical breakthroughs.

Responsibilities

  • Lead all aspects of a Test and Evaluation program execution in support of DEVCOM AvMC mission requirements, ensuring alignment with technical objectives and project office direction.
  • Plan, coordinate, and execute comprehensive T&E activities for advanced lethality payloads including enhanced warheads and smart submunitions with multiple target engagement capabilities.
  • Develop and maintain integrated test schedules coordinating flight testing, ground qualification, system integration verification, launcher compatibility testing and operational assessments.
  • Manage contractor interface with the Customer and supporting test agencies including White Sands Missile Range, Yuma Proving Ground, and other DoW T&E facilities.
  • Assess existing test and evaluation capabilities in line with test plans, identify shortfalls, and develop strategies to integrate new sensors, data products, or processes.
  • Oversee development and execution of test plans, procedures, and instrumentation requirements for evaluating missile performance parameters including guidance accuracy, terminal effects, submunition deployment, and target discrimination capabilities.
  • Lead risk assessments for developmental testing of advanced warhead technologies implementing mitigation strategies for schedule, technical, and safety risks.
  • Prepare and deliver comprehensive program status briefings to senior leadership
  • Facilitate rapid decision-making and issue resolution across multi-organizational teams in support of compressed development timelines.
  • Develop detailed work breakdown structures, resource-loaded schedules, and cost estimates for complex T&E campaigns involving multiple test sites and stakeholder organizations.
  • Monitor expenditure against allocated budgets, identifying and escalating cost or schedule variances with proposed corrective actions.
  • Anticipate and proactively address program disruptions including range conflicts, hardware delivery delays, weather impacts, or technical anomalies.
  • Ensure all test activities comply with Army safety regulations, range safety requirements, and explosive ordnance handling procedures for advanced munitions.
  • Coordinate safety activities and hazard analysis documentation for developmental missile testing.
