About The Position

Leidos is seeking a dynamic project manager to play a crucial role in supporting the National Energy Technology Laboratory's (NETL) mission and to support strategic research areas and core competencies at NETL on the Research Support Services (RSS) contract. NETL, a U.S. Department of Energy (DOE) national laboratory, is committed to ensuring affordable, abundant, and reliable energy that fuels a robust economy and strengthens national security. The highly skilled researchers across three research sites - Albany, Oregon; Morgantown, West Virginia; and Pittsburgh, Pennsylvania - conduct a broad range of research activities that support this critical mission. This position directly supports NETL's technology commercialization and agreements work within the Research Innovation Center (RIC). As a Project Manager, Technology Commercialization & Agreements, you will be instrumental in supporting NETL's initiatives, ensuring compliance, and fostering collaboration both internally and externally. Your expertise in project management, agreement development, and stakeholder engagement will be vital to our success. Location: This is a hybrid position between working from home and at the NETL lab in Pittsburgh, PA. Only candidates near or willing to relocate to the Pittsburgh, PA area will be considered.

Requirements

  • Bachelor's degree in science, technology, engineering, mathematics, business, or social sciences with 8+ years of prior relevant experience, or a Master's degree in a technical field with 6+ years of prior relevant experience.
  • At least 5 years of experience as a project manager, managing programs and contracts of similar scope, type, and complexity.
  • Experience in technical marketing, capture management, business development, and/or technology commercialization.
  • Strong organizational and communication skills with the ability to coordinate activities at multiple sites and resolve complex issues, both pre-planned and last-minute.
  • Proven personnel and financial management skills, organization, communication, and conflict resolution skills.
  • Experience managing customer or client expectations in a dynamic, fast-paced environment.
  • Excellent organizational skills, as well as verbal and written communication skills.
  • Attention to detail is essential, and an ability to troubleshoot, resolve administrative problems, and quickly respond to inquiries.
  • Solid understanding of the Bayh-Dole Act, copyright and patent licensing, intellectual property management, and technology commercialization.

Nice To Haves

  • Experience in research and development and technology maturation/commercialization within government organizations and laboratories, preferably within the U.S. Department of Energy or Defense.
  • Understanding of sponsored research and technology commercialization.
  • Demonstration of professional memberships in Technology Transfer organizations such as AUTM or other such organizations, and certification such as RTTP or CLP.

Responsibilities

  • Identify staffing requirements and support talent acquisition (hiring) activities.
  • Identify and promote employee engagement activities to achieve a high degree of employee retention and performance.
  • Provide management and oversight experience of technology transfer and commercialization processes and managing the performance of others.
  • Provide operational oversight and coaching to staff, to include mentoring and supervising a small team.
  • Support the CLIN 01 manager in project, people, and client management activities.
  • Track and report weekly, monthly, quarterly, and annual metrics.
  • Prepare customized reports in the form of dashboards, presentations, or written documents, and respond to ad-hoc metric requests.
  • Ensure team deliverables to the client are of high quality and provided on time.
  • Prepare and administer routine correspondence, memoranda, and related documentation.
  • Execute process and system improvements by working with the team and support staff as needed.
  • Coordinate multiple deliverables and assignments concurrently to meet deadlines.
  • Assist in the preparation and amendment of research and development agreements, including cooperative research and development agreements, inter-institutional agreements, Memoranda of Understanding, and non-disclosure agreements.
  • Maintain data in a shared agreement database and implement system improvements in collaboration with support staff.
  • Support the national laboratory's researchers and their teams in agreement-related matters.
  • Improve and maintain process guidance documents to ensure compliance with Federal Orders and Procedures.
  • Communicate agreement processes effectively to internal clients.
  • Develop electronic and paper concurrence packages.
