About The Position

The Project Manager will lead the planning, development, implementation, and regulatory integration of a two-phase socio-economic business preference program for M NCPPC. This role directly supports OSDI in expanding opportunities for Local/Small Businesses and Minority Business Enterprises (MBE) and in revising procurement regulations to operationalize these programs. The Project Manager will manage the consulting team’s activities, coordinate stakeholders, ensure compliance with applicable laws, and deliver high quality, on time work products for Commission review and adoption.

Requirements

  • Program Leadership: Direct the consulting team through Phase One (Local/Small Business Preference Program) and Phase Two (MBE Preference Program), ensuring alignment with Commission goals, legal requirements, and procurement best practices.
  • Regulatory Integration: Coordinate cross functional legal, procurement, policy, and operations stakeholders to draft, refine, and finalize regulatory and procedural updates.
  • Project Governance: Establish schedules, milestones, risk registers, and QA/QC protocols; track deliverables and report progress to OSDI and Commission leadership.
  • Stakeholder Management : Plan and facilitate workshops, listening sessions, and outreach efforts with internal staff, vendors, community organizations, and advocacy groups.
  • Documentation & Reporting: Produce formal reports, executive briefings, presentations, redlined and clean regulatory drafts, and vendor facing materials.
  • Technology & Data: Oversee data collection/analysis and recommend technology enabled compliance tracking (e.g., B2GNow or compatible systems).
