About The Position

PURPOSE STATEMENT: Manages the full lifecycle of capital and operational projects at the Synthetic Natural Gas (SNG) Plant, ranging from straightforward and routine infrastructure upgrades to highly complex and major plant modifications ($10k to $10M+). Serves as the Lead Engineer and Construction Manager; responsible for defining scope, preparing engineering design packages, facilitating the Management of Change (MOC) workflow, preparing project budgets and getting approvals, procuring equipment and labor, overseeing field execution, and finalizing project documentation for ongoing operation and maintenance of the project. The Project Manager acts as the technical bridge between stakeholders and execution teams, ensuring assigned projects are delivered on schedule, within budget, and in strict compliance with applicable company and industry standards and regulations. Success in this role requires deep engineering judgment, disciplined project execution, and a hands-on approach to technical deliverables.

Requirements

Technical or trade school certificate in a related field required. Bachelor’s degree or higher in a related discipline may be substituted for the technical certificate.
Minimum of 3 years of technical work experience in maintenance, reliability, plant engineering design, and process engineering.
Minimum of 5 year's experience relevant to the responsibilities listed for this position.
Proficient with Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Outlook, etc.).
Proficient with project management and scheduling software.
Valid Hawaii Driver’s License
Post requisite: HAZWOPER, First Aid, CPR, AED

Responsibilities

Project Leadership Responsible for the full execution of capital and operational projects ($10k–$10M+) from concept to closeout. Accountable for project safety, cost, schedule, and quality. Develops execution strategies and risk mitigation plans to keep project deliverables on target timelines. Provides regular forecasts and progress reports to all stakeholders.
Engineering & Technical Execution Leads project front-end engineering by closely consulting with Operations and Maintenance stakeholders to jointly define functional requirements, engineering specifications, and executable technical scopes. Prepares or oversees the creation of comprehensive design packages (P&IDs, isometrics, equipment specs, etc.), ensuring strict compliance with company standards, industry codes, and regulations. Acquires all applicable approvals and permits. Leads the resolution of technical problems by presenting options backed by clear, factual data to enable informed decision-making.
Management of Change (MOC) & Project Approvals Leads the SNG Plant’s Management of Change (MOC) process for assigned projects, facilitating Process Hazard Analyses (PHAs) when needed, to ensure process safety risks are identified and mitigated prior to implementation. Develops Class 5 through Class 1 cost estimates and prepares Capital Expenditure Requests (CERs) to secure funding authorization. Provides information as needed for Public Utilities Commission and other regulatory approvals.
Procurement & Financial Control Identifies critical path materials, equipment, and services, developing procurement strategies to meet project budget and in-service timelines. Develops technical scopes for Requests for Proposals (RFPs). Manages the evaluation of contractor bid packages. Works with the Company’s Legal Team to sign contracts and agreements with selected contractors. Controls project costs by tracking spending, reviewing invoices, and managing change orders. Proactively forecasts final costs to prevent overruns and provides regular financial updates.
Construction Management & Field Execution Serves as the on-site Construction Manager, coordinating mobilization, site logistics, and system outages with Plant Operations. Prepares and issues all necessary job documentation, including Safe Work, Flare Work, and Confined Space Entry permits. Acts as the primary point of contact for contractors, verifying that all field work and system tie-ins strictly adhere to approved plans and engineering specifications. Enforces strict safety compliance, ensuring all personnel on the jobsite follow company policies, regulations, and industry best practices.
Training Responsible for the complete development, execution, and documentation of project training programs. Delivers targeted instruction to Operations and Maintenance personnel to ensure safe unit operations, accurate system testing, and effective long-term maintenance.
Commissioning, Startup & Project Closeout Leads commissioning and startup activities to validate system performance against design parameters and operation requirements. Oversees functional testing, system validation, and troubleshooting. Manages punch list resolution, coordinates turnover to Operations, finalize as-built drawings, SOPs, asset data documentation, and preventive maintenance requirements.
Project Follow-up and Plant Support Facilitates and documents hot wash reviews to identify potential gaps. Provides technical engineering troubleshooting, root cause analysis, and guidance to resolve and prevent operational issues. Identifies and implements improvements to enhance safety, reliability, and engineering standards.
Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts.
Maintains all EH&S training on a current basis.
Complies with all applicable corporate and Hawaii Gas policies and procedures.
Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed.
Works in a safe and responsible manner.
