About The Position

Overview GovCIO is currently hiring for a Project Manager - Sr. Property, Logistics, and Audit Readiness Specialist to provide expert level programmatic and property management support. This position will be located in Huntsville, AL and will be an onsite position. Responsibilities Creates integrated project plans for contract deliverables and new products in development projects. Manages a project team comprised of a multidisciplinary staff. Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers. Generally, reports to a Program Manager. Manages the direction of a project through the design, implementation, and testing in accordance with project objectives. Defines requirements and plans project lifecycle deployment. Supervises professional and technical support personnel performing in their regular disciplines. Schedules tasks and coordinates with various team members to accomplish the results. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Ensures adherence to quality standards and reviews project deliverables. Conducts project meetings and is responsible for project tracking, analysis and reporting. More specifically, The Project Manager – Senior Property & Audit Readiness Specialist provides expert-level programmatic and property management support to the PMO in advancing its mission to research, develop, field, and sustain Army ASE systems. This position serves as the authoritative technical leader for U.S. Army and DoD logistics, lifecycle property management, audit readiness, and Government Furnished Property (GFP) accountability. The ideal candidate brings deep knowledge of DoD/Army logistics policies, program management principles, and audit compliance requirements, with the ability to lead complex property oversight activities across all twelve Integrated Product Support (IPS) elements. This role requires superior analytical skills, strong leadership abilities, and experience developing and executing property management strategies for large, geographically dispersed programs.

Requirements

  • Bachelor's degree in business , Logistics, Supply Chain Management, Program Management, or related field with 8+ years of progressive experience in DoD property management, logistics, or audit readiness roles.
  • Extensive knowledge of DoD 5000 series, Army Regulations (AR 735-5, AR 710-2, AR 740-26), and other relevant logistics and audit policy frameworks.
  • Experience with ELMS or equivalent accountable property systems– ELMS proficiency required .
  • Demonstrated ability to lead multi-functional teams and manage large portfolios of Government property.
  • Exceptional skills in preparing senior leader briefings and technical reports.
  • Clearance Required: Secret

Nice To Haves

  • Certified Defense Property Administrator (CDPA) or equivalent certification.
  • Experience supporting Program Executive Office (PEO) or Project Management Office (PMO) environments.
  • Background in audit remediation or financial statement audits.
  • Prior Army aviation or sensor systems logistics experience.
  • Master's degree

Responsibilities

  • Property Management & Accountability Serve as the authoritative subject matter expert on U.S. DoD and Army logistics policies, regulations, and procedures related to property sustainability and GFP accountability.
  • Manage, track, and reconcile all PMO Government Property (GP), GFP, and Contractor Acquired Property (CAP) across multiple programs.
  • Oversee two major property management systems containing ~27,900 assets valued at $3.6B .
  • Maintain continuous financial accounting and compliance for PMO property, ensuring all documentation aligns with capitalization thresholds.
  • Review and update Standard Operating Procedures (SOPs) for PMO property management.
  • Review eFinancial Liability Investigation for Property Loss (eFLIPL) actions to ensure accuracy and proper recording of loss events.
  • Ensure contractors conduct and submit annual inventories of GP, CAP, and GFP to CORs or PCOs, ensuring accuracy and auditability.
  • Audit Readiness & Compliance Lead PMO audit readiness efforts for General Equipment (GE) and Army Working Capital Fund (AWCF) assets.
  • Prepare, review, validate, and revalidate all source documentation impacting PMO property and financial reporting.
  • Reconcile ELMS records against supporting financial documents to maintain audit compliance.
  • Develop, implement, and monitor internal controls supporting Army audit readiness requirements.
  • Programmatic Support & Leadership Prepare high-level technical reports, programmatic briefings, schedules, and major program updates for senior leadership, including Project Manager, Deputy PM, and Director of Logistics.
  • Lead After Action Reviews (AARs), brief inventory results, and present financial reconciliation processes.
  • Provide strategic guidance for GFP Reset Strategy and phased inventory execution plans.
  • Manage and distribute workload among a team of six property managers supporting five Product Offices and installation-level activities.
