About The Position

The Laurent Clerc National Deaf Education Center at Gallaudet University is a federally funded center with exemplary elementary and secondary education programs for deaf and hard of hearing students and is tasked with developing and disseminating innovative curricula, instructional techniques, and products nationwide while providing information, training, and technical assistance for parents and professionals to meet the needs of deaf and hard of hearing students from birth to age 21. Reporting to the Director of Monitoring, Evaluation, and Research, the Project Manager manages research activities in compliance with the Education of the Deaf Act, with special emphasis on educators, professionals, and families of deaf and hard of hearing students, including those who represent traditionally underserved groups.

Requirements

Bachelor’s degree.
A minimum of three years of professional experience with research, evaluation, or a related field
Ability to communicate in American Sign Language.
Strong analytical, interpersonal, and organizational skills.
Strong knowledge of research and/or evaluation design, methodology, data analysis and data interpretation
Strong knowledge of working with traditionally underserved groups of families and children.
Strong knowledge about professional standards related to the protection of human subjects and ethical and professional practice.
Demonstrated experience with using tools to track activities, milestones, and progress.
Demonstrated experience with effective research knowledge translation for writing and developing research products designed for families and professionals.
Demonstrated experience working with deaf or hard of hearing children in ECE-12, post-secondary, or agency settings, their families, and/or educators and professionals who work with them.
Demonstrated ability to work with and across University departments, outside constituents, and groups.

Responsibilities

Manages research, evaluation, public input, and strategic planning processes in accordance with the Education of the Deaf Act, with special emphasis on educators, professionals, and families of students, including those who represent traditionally underserved groups.
Manages identified research projects from project definition through development and supports dissemination and evaluation efforts as appropriate; provides research project leadership and actively manages research project plans; determines project goals, budgets, and timelines in collaboration with and/or based on input from related Clerc Center units and stakeholder groups; recommends and maintains timelines for identified projects; and facilitates a multi-year planning process.
Manages the planning and implementation of evaluation and research project systems, mechanisms, and programs for the Clerc Center’s primary functions, including strategic planning, project development, research project management, public input gathering and dissemination, and reporting.
Manages research projects related to Clerc Center priorities and initiatives with emphasis on the implementation of research-based practices for use by parents of deaf and hard of hearing children from birth through high school and professionals.
Manages multiple responsibilities simultaneously; leads or participates on research project teams; and uses a collaborative process to define the specific roles and responsibilities for research team members.
Works with team members to establish and follow procedures to protect the integrity of collected and sensitive data in compliance with federal and other compliance requirements; and follows professional and ethical standards established for evaluators and researchers.
Uses advancing technologies to enhance the Clerc Center’s ability to achieve its established agenda and strategic plan goals, including resource development and dissemination activities.
Seeks, establishes, and maintains collaborations with internal and external stakeholders and researchers focused on the education of deaf and hard of hearing students and related priority areas; serves as an active, contributing member of the Clerc Center community and Gallaudet University as a whole; and serves as a partner in the Clerc Center as the national model for best practices in the education of deaf and hard of hearing children as well as the producer of rigorous and appropriate educational research.
Establishes and maintains professional, collegial relationships with team members, supervisor program staff, school professionals, and potential collaborators with a genuine commitment to belonging for all involved.
Works with other members of the unit to systematically document organizational planning progress for reporting, historical, and other purposes; and prepares clear and accurate reports tailored to meet the information needs of different audiences, including federal and University oversight groups, educators, parents, and researchers.
As assigned, assists the Director with supervising external contractors, staff, and/or graduate students.
Maintains fiscal accountability for assigned budgets; and manages assigned resources and performs administrative responsibilities in compliance with policies, procedures, and timelines.
Ensures initiatives and projects provide support for the Clerc Center’s efforts to raise student achievement, with particular focus on deaf and hard of hearing students from birth through high school who have been traditionally underserved.
Keeps abreast of legislative, educational, and research issues and trends that affect the education and research of deaf and hard of hearing children as well as impact Clerc Center’s national work.
Establishes and maintains a positive and supportive working relationship with co-workers and supervisors.
Demonstrates a genuine commitment to belonging in the workplace and participates in activities and workshops to foster continuous learning.
Serves as a mandatory reporter under Title IX; and commits to completing Title IX training and other compliance requirements on an annual basis.
