The Project Manager, Ponca City Refinery, is responsible for working on multiple on-site projects. The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Its facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes a mixture of light, medium and heavy crude oil delivered via pipeline from Oklahoma, Texas, New Mexico, the U.S. Rockies and Canada. Infrastructure improvements have enabled the delivery of locally produced crude oil by pipeline and truck. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined products are primarily distributed to customers by company-owned and common carrier pipelines to markets throughout the Midcontinent region.

  • Managing a group of small projects from FEL 0/1 through Detailed Design with an EPC Project.
  • Understanding a project's size, complexity, and risks in order to outline an appropriate execution strategy for the project.
  • Generating creative solutions to build aggressive but executable cost estimates aligned with realistic construction schedules.
  • Coordinating and managing internal Phillips 66 resources and external resources required for project development.
  • Consulting with operations, maintenance, and technical support staff to verify the operability of projects in development.
  • Managing the engineering, procurement, and construction activities of contractors.
  • Developing and presenting project status reports to senior management.
  • Effectively working cross-functionally across various functions to articulate and secure functional support for the project.
  • Legally authorized to work in the job posting country.
  • Bachelor's degree in Engineering.
  • 5 or more years of experience working in the oil, gas, or petrochemical industry.
  • 5 or more years of experience in project development, project engineering, or project management coordination.
  • Must be willing and able, with or without reasonable accommodation, to comply with the following: Travel up to 5% of the time, Work extended hours, which may include evenings, weekends, and holidays in support of project integration, Work safely in process units, Climb ladders and stairs in process units, Wear fire-retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection).
  • Valid in-state driver's license or be able to obtain one.
  • Professional Engineering License (PE).
  • A variety of experience in areas of Projects such as a specific Engineering discipline, Construction execution, or Project Controls.
  • Experience as a lead Engineer with an Engineering Contractor.
  • Experience in the Operating and/or Maintenance Departments.
  • Excellent communication and negotiating skills.
  • Proficiency in written communications and presentations.
  • Field experience in construction-related activities.
  • Experience in contract dispute resolution and claims management.
  • Experience as a Company Representative in a fabrication yard.
