Summary: Manages engineering support projects for water and wastewater operations activities, including implementing operational changes that have service impact, supporting emergency response, supporting maintenance planning, supporting in-house design and construction activities, acting as liaison to design and construction projects, supporting start-up of new/rehabilitated facilities, and providing engineering support for 8M permit related activities.

Requirements

  • A Bachelor's Degree in mechanical, civil, sanitary or environmental engineering or a related field; and
  • At least five (5) years of experience with maintenance, operations, and engineering of large diameter pipeline systems or Metropolitan area water or wastewater systems; and
  • At least two (2) years of experience managing employees, consultants, projects, or programs, or completion of the MWRA supervisory development program; or
  • Any equivalent combination of education and experience.
  • A valid Class D Motor Vehicle Operator's License.
  • Must be available to respond to emergencies as needed.
  • May be required to be part of an on-call rotation with other Operations Engineering staff twenty-four (24) hours a day, seven (7) days a week.
  • Demonstrated knowledge of all phases of water supply or wastewater collections engineering including hydraulics, system modeling, pipeline/pump/valve design, water and wastewater disinfection and sampling, dechlorination, system maintenance, SOP development and field safety procedures.
  • Demonstrated ability to work as part of a project team, to develop and maintain productive working relationships with external parties, and to function independently with minimal supervision.
  • Proficiency with personal computers and devices, and knowledge of Microsoft Office Suite is required.
  • Excellent interpersonal, verbal and written communications skills.

Nice To Haves

  • Massachusetts Registered Professional Engineer's License preferred.
  • A Grade II Water Treatment Operator or Operator in Training (OIT) License, a Grade II Distribution Operator or Operator in Training (OIT) License, a Grade 4 Wastewater Operator License and/or a Grade IV Collections System Certification preferred.
  • Experience in GIS, Arcmap, AutoCAD, Telog, SCADA, hydraulic modeling software, PI/Processbook, and MAXIMO preferred.
  • Proficiency in project management software preferred.

Responsibilities

  • Provides technical support, develops and oversees the development of project work plans to support operations, maintenance and construction activities, including 8M permit related activities, to ensure minimal impact to operations and MWRA communities.
  • Acts as Responsible Person for execution of Operations Plans including directing planned activities and monitoring for potential service impacts.
  • Provides analysis of transmission, distribution, and collection systems including hydraulic modeling.
  • Utilizes the Authority's databases (ex. Processbook, PI, telog enterprise web site, etc.) to analyze, monitor and report on system conditions.
  • Provides data to MWRA managers and outside parties.
  • Manages planning/engineering support and develops annual plan for various Operations maintenance programs and activities, including the valve exercising program, the mainline and blowoff valve replacement programs, the hydrogen sulfide/odor control management program, the manhole rehabilitation program, and pipeline repair projects.
  • Develops plans and specifications for Waterworks and Wastewater Operations maintenance/construction projects, including paving, line-stopping, tank inspection/cleaning, instrumentation services, manhole rehabilitation, and other service contracts.
  • Coordinates procurement of contractors and manages implementation of the related work.
  • Manages and coordinates Operations interests in Capital Improvement Program (CIP) and Current Expense Budget (CEB) projects, including participation in preliminary design, coordinating design reviews, reviewing construction submittals, coordinating necessary field staff support actions (e.g., valve operations, disinfection), coordinating start-up activities, coordinating turnover packages, warranties, record submittals and other Operations requirements.
  • Participates in emergency response for water and wastewater emergencies and provides backup and support to Operations for wet weather events and Combined Sewer Overflow (CSO) activation monitoring.
  • Develops, revises and circulates standard operating procedures (SOPs) for activities and equipment, including pipeline and tank disinfection, dechlorination, mobile disinfection units, mobile pumping units, temporary booster pumping, and wastewater CSO facility and pump station operation.
  • Trains staff on the SOPs and monitors readiness of associated equipment.
  • Participates in preparation of Waterworks and Wastewater Operations Facility Manuals to ensure accuracy and completeness of SOPs.
  • Acts as liaison to MWRA communities during MWRA and local activities that impact service.
  • Performs related duties as required.
