About The Position

Williams Consulting, LLC (WCLLC), a Baltimore, Maryland–based government contracting firm, is seeking a Project Manager/ Leader based in Atlanta, Georgia to provide leadership, direction, and oversight for a large, multi-year federal cancer prevention public health initiative. The PM will be responsible for organizing, directing, and managing all contract activities to ensure successful execution, compliance, and delivery of high-quality evaluation products. The successful candidate will bring demonstrated experience leading complex, multi-task federal contracts and managing interdisciplinary scientific and operational teams. The role requires regular engagement with senior government officials, oversight of resources and schedules, and accountability for meeting contractual requirements and performance standards. The Project Leader will possess extensive experience in program budgeting, execution, and customer relationship management, as well as oversight of subcontractors, risk mitigation and overall program performance. The ideal candidate will demonstrate strong executive leadership capabilities skills, with a strong focus on employee leadership, employee development, and coordination of Human Resources-related activities. Requirements

  • Doctor of Philosophy (PhD) in social science or economics
  • Expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity
  • Experience providing scientific or technical oversight for complex federal projects, ensuring quality, accuracy, and compliance with contract requirements
  • Demonstrated experience formulating and enforcing work standards, assigning contractor schedules, reviewing and resolving work discrepancies, supervising contractor personnel, and communicating client policies, objectives and project goals
  • Demonstrated professionalism, integrity, and accountability
  • Excellent written and verbal communication skills, including ability to communicate complex information clearly
  • Strong attention to detail and quality assurance
  • Ability to travel
  • Ability to manage multiple priorities in a federal contracting environment
  • Must provide three (3) management references that can attest to qualifications
  • Background investigation required

Nice To Haves

  • Cancer Research Experience preferred
  • 5 years of relevant experience preferred

Responsibilities

  • Organize, direct, and manage all activities covered by the project (overall contract performance)
  • Provide scientific oversight for the project
  • Serve as the contractor’s authorized interface with the Contracting Officer (CO), Contracting Officer’s Representative (COR), government management personnel and customer agency representatives
  • Recruit, assign and oversee project personnel
  • Serves as a liaison among contractor’s corporate management, program managers and the clients program directors/managers
  • Maintains ultimate responsibility for the effective use of project resources and the successful execution of all tasks under the project
  • Authorized to negotiate and make binding decisions on behalf of the company
  • Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the client as they relate to this project
