The Land Development Business Unit is seeking a experienced Land Development Civil Engineering Project Manager in Everett, Bellevue, Woodinville or Tacoma, WA. DEA is currently hiring an experienced Land Development Civil Engineering Project Manager to lead our team in delivering innovative and profitable private-sector land development projects, including large-scale residential, commercial, and mixed-use sites. As a key member of our engineering team, you will oversee all aspects of project management, from initial concept through construction completion, ensuring the successful delivery of projects on time and within budget.

Requirements

  • Minimum 15 years of experience specifically in private-sector land development, including at least 5 years leading projects involving platting, commercial site development, and multifamily or mixed-use work.
  • Proven track record of developing new business and negotiating profitable project awards in the Puget Sound region is required.
  • Registered Engineer in the State of Washington.
  • Active Industry BD Association Membership(s) desired.

Nice To Haves

  • Experience in public infrastructure, K-12, or park-based civil projects is valuable, but candidates must demonstrate leadership in private development projects to be considered.

Responsibilities

  • Lead and manage land development projects from conception to completion, including site planning, design, permitting, and construction administration.
  • Collaborate with clients, architects, planners, regulatory agencies, and internal team members to develop project scopes, budgets, and schedules.
  • Conduct site feasibility studies, including land use analysis, zoning reviews, and environmental assessments.
  • Prepare and review engineering design calculations, plans, and specifications for site grading, utilities, stormwater management, and erosion control.
  • Obtain necessary permits and approvals from regulatory agencies, ensuring compliance with local, state, and federal regulations.
  • Coordinate and oversee the work of design consultants, contractors, and subcontractors throughout the project lifecycle.
  • Manage project budgets, timelines, and resources to ensure projects are delivered within scope and budget constraints.
  • Conduct regular site visits and inspections to monitor construction progress, quality, and compliance with design specifications.
  • Proactively identify and mitigate project risks and issues to ensure successful project delivery.
  • Communicate project status, updates, and issues to clients, stakeholders, and senior management.
  • Lead business development efforts by maintaining and growing client relationships in the private sector.
  • Develop pursuit strategies for new project opportunities, including proposals, interviews, and client negotiations.
  • Drive projects involving platting, subdivision design, and entitlement processes for commercial, multifamily, and master-planned communities.
