Under limited supervision, supports the South Carolina <\/div> Department of Environmental Services’ (SCDES) Bureau of Water (BOW) through the <\/div> coordination and completion of projects. Coordinates and completes hydrogeological <\/div> projects, including reviews and evaluations for land application and groundwater <\/div> monitoring sites sites for NPDES permits. Reviews new projects for potential to impact <\/div> groundwater and reviews closure plans for permits which are being terminated. <\/div> Examples of Work: <\/div> Using SCDES’s available information technology applications and tools, such as <\/div> ePermitting, coordinate and complete complex hydrogeological project evaluations <\/div> and project feasibility reviews of historical and background monitoring data for <\/div> existing and proposed land application sites. <\/div> Using SCDES’s available information technology applications and tools, such as <\/div> ePermitting, provide written review comments and recommendations as requested <\/div> by the Permit Engineers. Review and initiate complex groundwater monitoring <\/div> project plans and specifications for industrial and domestic wastewater facilities <\/div> using policy and guidance. Request intra -agency input. Coordinate tasks in <\/div> conjunction with enforcement and permitting personnel as appropriate. <\/div> Maintain groundwater data collection and storage systems. Maintain an accurate <\/div> status of assigned projects in the groundwater tracking system and ePermitting. <\/div> Provide information to the public, industrial representatives, agricultural <\/div> representatives and coordinate with appropriate SCDES personnel. <\/div> Knowledge, Skills, and Abilities: <\/div> Proficient with ePermitting or an equivalent electronic government permitting <\/div> application. <\/div> An extensive working knowledge of groundwater hydrogeology geochemistry, <\/div> contaminant transport and hydrogeologic investigation techniques. <\/div> A general understanding of all environmental programs as they relate to <\/div> hydrogeology. <\/div> Ability to write and communicate effectively. <\/div> An understanding and working knowledge of how to manage databases and use <\/div> geospatial software. <\/div> Knowledge of SCDES’s mission, programs, and objectives. <\/div> Knowledge of project management principles and methodologies. <\/div> Ability to plan, organize, and coordinate work assignments. <\/div> Prepares reports for upper management regarding status of projects. <\/div> Ability to make presentations and prepare reports. <\/div> Experience and knowledge with federal and state groundwater and wastewater <\/div> permitting and compliance requirements. <\/div> Knowledge of state government environmental regulatory policies, procedures, and <\/div> processes. <\/div> Ability to effectively plan and organize work activities and prioritize task completion <\/div> to meet schedules and deadlines. <\/div> Ability to interpret and apply environmental rules and regulations. <\/div>
