About The Position

THRS is seeking an experienced and highly organized Project Manager III (Design Engineer/ Capital Projects) to provide strategic oversight for the County’s transit system infrastructure. This technical leadership role serves as a subject matter expert, guiding interdisciplinary teams to solve complex construction problems and develop maintenance remedies for existing bus facilities. The primary focus for the next two to three years will be the strategic delivery of the Zero -Emission Bus (ZEB) program , including the design and review of charging infrastructure, microgrids, and facility electrification.

Requirements

  • Technical Expertise: Must be considered a technical expert in specialized engineering areas to resolve projects of varying scope and complexity.
  • Leadership: Proven ability to mentor staff and ensure on -time, on -budget project delivery.
  • Subject Matter Specialization: Expertise in value engineering, cost estimating, risk assessment, and scheduling.

Responsibilities

  • Electrical Systems Oversight: Initiate and manage design projects for electrical system installations, including solar, battery storage, and back -up generators.
  • Document Review: Review complex design drawings, specifications, and computations for traction power systems and electrical equipment such as switchgear, transformers, PLCs, and grounding.
  • Transit System Design: Oversee the review and coordination of all electrical, structural, and construction designs required for the bus transit system.
  • Technical Reporting: Prepare and present accurate engineering reports and high -level presentations on facility systems and feasibility studies.
  • Full Lifecycle Responsibility: Assume managerial responsibility for project facets including scope development, cost control, staff management, and quality control.
  • Owner Liaison: Act as the primary point of contact for the Owner (DPW&T) and serve as the key liaison between the Owner and Design -Build contractors.
  • Change Order Management: Develop the technical basis for change orders and prepare Pending Change Order (PCO) documentation to resolve field problems efficiently.
  • Financial Oversight: Manage project budgets, schedules, and scopes of service involving substantial risk and complexity.
  • Consultant Management: Negotiate the scope of work and associated costs for Design Services (DS) and Construction Management Support Services (CMSS) consultants.
  • Cross -Functional Coordination: Coordinate work efforts with internal teams, external stakeholders, surveyors, and real estate specialists for property acquisitions.
  • Site Inspections: Conduct field inspections to verify data with contractors and resolve design -related issues.
