About The Position

We are seeking a results-driven Project Manager II with deep experience in cost estimation, building installation, and construction planning for low-cost, small, advanced manufacturing facilities. This role is ideal for a professional who can lead EPC projects from concept through commissioning while optimizing cost, schedule, and quality. Project Manager II, Advanced Technology, develops, coordinates, implements, and manages all facets necessary to construct the project on time, within budget, and to the client’s satisfaction. The PM II provides leadership and serves as the liaison between project team members and the client to promote mutual interests. With Fluor, you will manage medium to large projects independently including engineering efforts for programs including but not limited to ensuring proper specifications and documentation, permit support and design. Ensure proper execution of all suppliers/contractors and provide technical assistance as necessary. Prepare estimates and budgets and review expenditures to control costs. Prepares requests for materials/supplies/subcontractors, etc. Supervises development and submission of reports and correspondence. The project types include but are not limited to: Advanced Manufacturing, Pharmaceuticals, Food, Semiconductor, Data Centers, Lithium and many more. Additional responsibilities include: Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project Develop a complete understanding of the Fluor prime contract and relevant subcontracts Collaborate in the preparation of the project in accordance with the Fluor contractual obligations, Fluor’s Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP) Verify with the Project Director (PD) that project requirements for Baseline Centric Execution, safety, quality, cost, and productivity are met in all locations managed by Fluor where work is being performed Draft for the Project Director (PD) approval the project baseline (as defined in the OSR) and verify that it is fully documented, updated, and communicated to the project team as appropriate, and match to Fluor contract scope of work and responsibilities Support the PD to deliver the project in accordance with the project execution and commercial baselines

Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and seven (7) years of work-related experience or a combination of education and directly related experience equal eleven (11) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Requires five (5) years of experience as Project Engineer or Specialist, or a project role of significant capacity such as Project Controls Lead, Contracts Lead, etc. and experience as a design or construction engineer on projects

Nice To Haves

  • Jobsite experience and understanding of construction safety program
  • Project or area management experience in international locations and diverse cultural environments is recommended
  • Demonstration of successful performance as a Project Manager on one (1) small job or assistant Project Manager or a significant role on medium sized engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project
  • Completed all required in-house project management courses in addition to courses obtained from university or other qualified sources
  • Good knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn-over work processes, sequencing, and interfaces
  • Project Controls and Finance including understanding of: - Scheduling (including work force loading) - Progress measurement - Risk assessment and management - Code of accounts - Work breakdown structure - Change management - Cost control - Estimating process and planning - Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting
  • Strong background in construction estimating
  • Proficiency in quantity take-offs, labor productivity analysis, and installation sequencing.
  • Familiarity with low-cost construction methods and materials.
  • Understanding material market trends, lead times, and supply chain dynamics.

Responsibilities

  • Support the PD to deliver the project in accordance with the project execution and commercial baselines
  • Manage full lifecycle of EPC projects for small, advanced manufacturing facilities (100,000–250,000 sq ft).
  • Lead and review detailed cost estimates, including conceptual, schematic, and final bid-level estimates.
  • Perform quantity take-offs for structural, architectural, and MEP systems.
  • Evaluate and select low-cost building systems
  • Assess material lead times and availability, ensuring alignment with project schedules.
  • Monitor and analyze fluctuating prices for key materials such as steel, copper, and concrete, and adjust procurement strategies accordingly.
  • Identify labor requirements and accurately estimate installation durations for various trades and systems.
  • Oversee contractor selection, bid evaluations, and contract negotiations.
  • Ensure compliance with safety, environmental, and building code regulations.
  • Provide regular project updates and cost reports to internal and external stakeholders.
