About The Position

As a Project Manager II, you will use your experience to lead management efforts of large, complex construction projects. Your expertise will impact Carroll County Government through design support, budgeting, and inspection of facilities. The Director of Public Works will rely on you to aid in ensuring the goals and contract terms of the Community Investment Projects (CIP) are met.

Requirements

  • Bachelor's degree in construction management or a related field
  • Five or more years of related experience
  • A comparable amount of education and experience may be substituted for the minimum requirement.
  • Valid driver's license
  • Sediment and Erosion Control certification by Maryland Department of the Environment (or must obtain within one year of employment)
  • Requires criminal background check as condition of employment.
  • May be required to work outside of standard business hours.

Responsibilities

  • Coordinate project budgets, schedules, and procurement. Review and submit contracts, change orders, and bids.
  • Provide leadership, direction, and training to construction, inspection, and agency personnel throughout project phases. Act as owner's representative and liaison to stakeholders.
  • Direct consultants on design needs/changes, project construction milestones, and functionality. Perform quality control and assurance inspections.
  • Communicate status of projects with upper management.
  • Manage construction and remodeling projects to accomplish project goals.
  • Obtain final inspection elements, including use and occupancy permits, as-built drawings, and warranty documentation.
  • Support and train project management personnel in Bureau related operations and projects.
  • Lead project operations to meet standards set in Federal, State, and local laws. Partner with legal counsel to ensure department policies, procedures, and contracts meet applicable standards.
  • Foster collaboration and provide learning opportunities. Facilitate a supportive work environment.
  • Independently ensure all work is complete and timely to achieve department goals. Review work of others to ensure that organizational standards are met.
