About The Position

The Energy Solutions Contracting (ESC) Project Manager performs tasks involved in the inspection of housing structure problems and repairs for the preparation of energy improvement work and for home health and safety repairs. Work includes making physical assessments to include the inspection of roofs, attics, and crawlspaces; cost estimates; assisting in developing plans and specifications; managing subcontractors and the documentation involved in receiving proposals, issuing contracts and Work Orders, and processing invoices; Conducting inspections to monitor contractors' compliance with funding requirements, work orders, plans, specifications, codes, and workmanship standards; provides assistance to Community Housing Partners Staff and its clients, owners, and occupants throughout the work process. This position requires strong project management and analytical skills, with the ability to manage multiple projects at a time in different stages. Working hours are typically Monday through Thursday, 7:00 AM to 5:30 PM, with occasional evening hours and overnight travel required. Regular attendance and punctuality are required. This position may have the flexibility to work remotely with approval from the supervisor and in accordance with business needs.

Requirements

  • Ability to set goals and work in a self-directed manner to meet workload and project deadlines.
  • Proficient in a variety of computer software applications for word processing, spreadsheets, data management, and presentation (Microsoft Word, Excel, Access, PowerPoint).
  • Must possess accurate and precise attention to detail, with the ability to verify work performed by contractors/subcontractors for completeness, quality, and workmanship.
  • Maintain a valid driver’s license and driving record consistent with current CHP insurability guidelines.
  • Ability to travel locally and out of town (with the use of a company vehicle) possibly a minimum of 50% of the time throughout the CHP Energy Solution’s footprint of jobsites.
  • High school diploma or GED required.
  • Minimum 3-5 years’ experience required in construction, or related field.
  • Two years of project management experience is required.

Nice To Haves

  • Some college or training in a related field is preferred.
  • Familiarity with techniques and methodologies used by regulatory agencies to assess program outcomes is preferred.
  • Knowledge of building construction basics and industry codes and standards is preferred.
  • Knowledge of HUD, DOE, utilities, and other available energy programs is preferred.

Responsibilities

  • Inspects residential structures to determine needed energy improvement, health, and safety-related repairs required to meet funding source requirements or construction code deficiencies.
  • Manages subcontractors in obtaining proposals and estimates, issuing contracts and work orders, and overseeing all legal and programmatic compliance.
  • Prepares plans, specifications, and work orders for allowed and required work on residential structures.
  • Manages project cost and specifications for compliance with program and funding source requirements.
  • Inspects construction and repair projects for compliance with workmanship standards, specifications, codes, and programmatic standards.
  • Prepares and evaluates change orders for the cost to ensure the most effective use of funds; Ensures accuracy of program records for all projects supported.
  • Prepares timely and accurate reporting to all internal and external stakeholders.
  • Mediates disputes between property owner and contractor.
  • Travel throughout CHP Energy’s Solutions footprint to various job sites to include both daily and overnight travel.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality service.
  • May develop manuals outlining policy and procedure for individual programs.
  • Perform other essential functions as assigned by the Senior Director of Operations and Vice President.
