About The Position

This position is responsible for the development and management of assigned capital projects, including administering professional service and construction contracts. This role will oversee all aspects of civil engineering projects from inception through completion including administering professional service and construction contracts. This role requires strong leadership, exceptional project management skills, and a comprehensive understanding of civil engineering principles and practices. Depending on experience, the role may involve managing projects of varying scope and scale, from smaller assignments suited for junior project managers to larger, more complex projects for senior project managers. Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness, and Teamwork.

Requirements

Project Manager I: Associates degree in a course of study related to the occupational field, or equivalent experience in a field that provides the expertise to effectively perform the function of the position, substituting two years of practical work for every one year of formal education.
Three (3) years of progressively responsible, relevant experience in the occupational field, sufficient to understand and perform the major duties of the position, and to be able to answer questions and resolve problems.
Project Manager II: Baccalaureate degree in a course of study related to the occupational field, or equivalent experience in a field that provides the expertise to effectively perform the function of the position, substituting two years of practical work for every one year of formal education.
Five (5) years of progressively responsible, relevant experience, including project management, sufficient to understand and perform the major duties of the position, and to be able to answer questions and resolve problems.
Relevant experience may include but is not limited to: Design and construction of infrastructure projects such as roads, bridges, dams, site development, and water/wastewater systems.
Leading and managing civil engineering projects.
Developing detailed project plans and schedules.
Creating and managing project budgets.
Providing guidance on civil engineering design and analysis.
Managing project teams.
Maintaining clear and effective communication with clients, stakeholders, and team members.
Identifying potential project risks and developing mitigation strategies.
Implementing quality assurance processes, conducting site inspections, and ensuring adherence to quality standards.
Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.
Must successfully pass a pre-employment background check and drug screen.
Completion of required Incident Command System (ICS) courses in accordance with established Borough policy.
Completion of Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety (90) days of hire and ICS 200 and IS 800 within one (1) year of hire.

Responsibilities

Develops concepts and strategies for achieving project objectives and goals; directs, plans, coordinates, and manages capital improvement projects.
Manages assigned projects from conception to closeout.
Provides functional direction to project consultants, architects, engineers, surveyors, contractors, Borough staff, and others.
Analyzes and resolves problems, discrepancies, and conflicts associated with construction projects.
Inspects and reviews project progress to ensure compliance with design and construction contract documents and schedules.
Reviews, approves, withholds, or amends project payments.
Drafts and modifies project schedules, scopes of work, drawings, technical specifications, and cost estimates.
Conducts meetings with consultants, contractors, utility representatives, governmental agencies, public entities, and authorities with jurisdiction.
Prepares project scopes of work for requests for proposals and invitations to bid; formulates and implements selection and evaluation criteria; and reviews proposals and bids.
Prepares progress reports on project activities and informs funding agencies and public officials; responds to project inquiries; provides media interviews; prepares project correspondence.
Maintains project documentation.
Evaluates, negotiates, and recommends contracts and change orders.
Identifies available funds; identifies and prioritizes project needs in accordance with those funds; secures project funding and approval as needed; reports to granting agencies.
Responsible for public outreach and involvement.
Provides oversight and functional direction, and mentors others as assigned.
Responds to emergencies and disasters if needed; plan and coordinate repair projects after disasters.
