YOUR PROFILE The Construction and Environmental Compliance Manager is a key member of the Environment team, responsible for coordinating and communicating all aspects of environmental compliance during the transition to construction and throughout the construction and commissioning of renewable energy projects in North America. YOUR CHALLENGE Reporting to the US Environment Lead, the Construction and Environmental Compliance Manager works closely with Boralex's Environment Assessment and Permitting Managers, Director of Environment, Project Delivery Managers, Project Development Managers, Boralex's Construction Site Manager and Boralex's Facilities Project Managers. Prior to construction, the Construction and Environmental Compliance Manager will ensure that environmental compliance requirements and conditions are addressed in contractual agreements with construction contractors and will oversee the preparation of all monitoring and reporting tools and protocols to be used throughout construction. The Construction and Environmental Compliance Manager will also work with other team members to secure construction related permits required prior to receiving Notice to Proceed (NTP). During construction, the on-site Environmental Coordinator(s) will report directly to the Construction Environmental Compliance Manager, who will establish a reporting relationship with the Facility Project Manager. The main objective of this role is to ensure that all project-specific environmental regulations, approvals and requirements are met, and that construction activities are conducted in an environmentally responsible and legally compliant manner.

Requirements

  • Bachelor's degree in environmental science, environmental engineering or related field.
  • At least five years' experience in environmental compliance in the construction sector.
  • Knowledge of environmental regulations and permitting processes for energy-related projects, preferably in New York State.
  • Strong communication and interpersonal skills.
  • Effective leadership and team management skills.
  • Attention to detail and excellent organizational skills.
  • Problem-solving and decision-making skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Ability to travel throughout North America.
  • Valid driver's license required.

Nice To Haves

  • Experience or knowledge of stormwater management (SWPPP) best practices, earthworks, soil management and wetland mitigation/minimization practices is a desirable asset.
  • Possession of an OSHA card (or equivalent) is an asset.
  • Knowledge of ISO 14001 is an asset.
  • Proficiency in environmental monitoring tools and software.

Responsibilities

  • Environmental Compliance and Permitting: Compile, distribute and track project and corporate level environmental commitments applicable to project construction.
  • Develop, implement and oversee strategies to ensure the adoption of all environmental compliance activities during construction.
  • Work with other team members to obtain the required municipal, state or federal construction-related permits.
  • Keep abreast of relevant environmental laws, regulations and permits.
  • Conduct regular site visits and inspections to liaise with site supervisor and third-party personnel (e.g., environmental monitors/consultants) responsible for monitoring environmental compliance.
  • Coordination and Reporting: Collaborate with environmental, and community relations officers and managers, as well as construction and facilities managers, to align construction activities with environmental obligations.
  • Develop and maintain comprehensive reporting systems to track environmental performance and compliance.
  • Oversee the preparation of regular environmental compliance reports for submission to the relevant authorities and internal departments.
  • Maintain close relationships with relevant regulatory authorities to promote open communication channels to support project compliance and maintenance of project construction schedules.
  • Supervision: Supervise and guide third-party environmental monitors on site.
  • Ensure that third-party environmental monitors effectively carry out their responsibilities.
  • Coordinate and supervise environmental consultants and service providers as required.
  • Risk Mitigation: Identify potential environmental risks on site and work with the project team to develop and implement appropriate mitigation measures.
  • Deal promptly and effectively with any environmental incidents or non-compliance issues and communicate to internal staff.
  • Liaise with relevant authorities and agencies as necessary.
  • Worksite Collaboration: Collaborate with the Boralex Construction Site Manager to integrate environmental requirements into the construction process.
  • Coordinate the process and follow-up of environmental observations and non-conformances.
  • Ensure construction activities comply with approved environmental plans and permits, as well as procedures and instructions defined in the project management system.
  • Documentation and Archiving: Ensure that accurate records are kept of environmental activities, inspections and incidents.
  • Ensure that all required documentation is organized and readily available for audits and reports.
