About The Position

INTECON is looking for a highly skilled Intermediate Project Manager / Watch Analyst to support the Federal Protective Service (FPS) Operations Center. This role manages watch operations, ensures quality of deliverables, and coordinates information flow across FPS and partner agencies. The position provides leadership oversight of watch personnel and supports executive situational awareness and decision-making.

Requirements

  • Education: Bachelor’s degree (BA/BS).
  • Experience: 12 years of operations center or emergency management experience, with 8 years in management.
  • Required Certifications: Program or Project Management certification.
  • Tools & Technologies: Microsoft Office Suite. FPS and DHS operational systems.
  • Security Clearance: Secret clearance required.
  • Citizenship: U.S. Citizen

Responsibilities

  • Lead day-to-day contractor management for Watch operations, including staffing coverage planning, performance oversight, and quality control of watch products across all shifts and functions.
  • Establish and enforce Watch production standards (formatting, timeliness, version control, distribution discipline, and approval workflows) for products such as Daily Operations Summary Reports (DOSR), emergent incident reporting, SitReps, and executive briefing materials.
  • Oversee the end-to-end DOSR lifecycle: consolidating inputs from MegaCenter spot reports/blotters and regional points of contact, validating facts, coordinating follow-ups with reporting officers/agents, and ensuring delivery timelines support senior leader review and VTC briefings.
  • Direct rapid emergent reporting processes to meet short suspense timelines, ensuring the Watch can produce an initial product within required timeframes and sustain updated reporting as incidents evolve.
  • Implement and maintain the Watch information management framework: contact databases (e.g., MS Outlook / emergency notification rosters), distribution lists, telephone rosters, and SOP documentation, with DHS-compliant records retention and retrieval readiness (Congress/GAO/IG/FOIA).
  • Ensure contractor personnel maintain proficiency in FPS/DHS information systems used for analysis and reporting (including LEIMS, MIST, HSIN, HSDN, and MegaCenter-generated products), and manage onboarding/training as systems change.
  • Manage operational coordination and professional working relationships with interagency operations centers (e.g., DHS NOC and other DHS component operations centers) to support information sharing, awareness, and coordinated reporting.
  • Lead watch-floor workflow management and task prioritization during peak operational tempo (significant incidents, national events, disasters), ensuring deconfliction of information and clear assignment of RFIs and reporting actions.
  • Develop, deliver, and continuously improve training programs for Senior and Junior Watch Officers, including formal and ad hoc sessions, exercises, and evaluations with measurable criteria; encourage joint training with DHS partner operations centers when appropriate.
  • Establish and operate a quality assurance program for Watch services and products, including periodic product reviews, turnover/pass-down quality checks, and corrective action tracking to prevent recurring reporting deficiencies.
  • Oversee contractor program management deliverables: monthly status/progress reports to CO/COR that roll up task performance, workload metrics, risks/issues with corrective actions, and updated schedules (MS Project or comparable).
  • Produce bi-weekly staffing schedules for watch personnel, identify/mitigate coverage shortfalls, and maintain an accurate monthly personnel roster in the government-required format.
  • Support vEOC operations readiness as needed by ensuring the Watch can coordinate and sustain information flow, archival practices, access control support, and required materials (e.g., GIS products, media feeds) when national operations are activated.
  • Ensure contractor personnel consistently support high-pressure, deadline-driven executive briefing requirements, including drafting talking points, IRTYQ-style responses, and post-briefing follow-up/after-action actions as directed.
