Part of The Johns Hopkins University and a national leader in scientific research and development, the Applied Physics Laboratory (APL) is located midway between Baltimore and Washington, D.C. We are seeking an experienced Project Manager to lead complex technical facilities and infrastructure development supporting APL’s central initiatives. APL is preparing for a new era of growth, with more than $2 billion in capital investments planned in new construction and facility modernization projects. Reporting to the Section Supervisor for Sector/Department Capital Projects, you will oversee the planning, design, construction, and commissioning of assigned projects ranging from $100,000 to $5 million in value. As a Project Manager in Design and Construction, you will… Lead internal and external teams through all phases of the project lifecycle, ensuring alignment with APL’s mission needs, budget, schedule, and quality expectations Lead multiple construction, renovation, tenant fit-out, and capital renewal projects across APL’s 450-acre campus Oversee procurement, budgeting, scheduling, design, construction, and commissioning phases Partner with internal stakeholders, leadership, and Laboratory sponsors from concept through completion Coordinate with architects, engineers, contractors, and regulatory agencies to ensure successful project delivery Develop and maintain effective vendor relationships that promote fairness, consistency, and timely performance Ensure full compliance with APL standards, environmental and safety requirements, and applicable federal, state, and local regulation Provide regular, accurate project updates and financial reporting to Laboratory leadership Routinely operate APL vehicles and industrial equipment, use personal protective equipment, outside work during inclement weather conditions, and overtime may be required

Requirements

  • Bachelor’s degree in Architecture, Construction Management, or Engineering (Civil, Electrical, Mechanical, or related field), or equivalent experience
  • At least seven (7) years of dynamic project management experience in planning, design, and construction of complex facilities
  • Demonstrated expertise in budgeting, scheduling, design oversight, risk management, and quality control
  • Proven leadership, organizational, and interpersonal communication skills
  • Strong ability to collaborate across multidisciplinary teams and effectively manage competing priorities
  • Valid driver’s license and the ability to meet APL’s driving standards
  • Are able to obtain a Top Secret level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

Nice To Haves

  • Master’s degree or equivalent experience in Architecture, Engineering, Construction Management, or a related subject area
  • Professional credentials such as PMP, LEED AP, CFM, PE, or RA
  • Proficiency with project management software tools such as PM Web, Primavera, MS Project, or equivalent
  • Demonstrate experience leading and supporting secure, controlled or restricted access construction of facilities projects
  • Working knowledge of secure area requirements including access control, badging, escort procedures and protected work zones
  • Experience working with security stakeholders, compliance teams and facility owners in regulated environments
