About The Position

Parsons is looking for an amazingly talented Project Manager to join our team! In this role you will get to support Parsons on a major program supporting the U.S. Government. The PM will provide overall leadership and guidance for a large, complex international program in a challenging and dynamic environment. Provides direction and management for small to medium-sized international nuclear security projects and ensures on-schedule completion within or below budget in accordance with contractual obligations. The Project Manager is responsible for the scope development, scope management and commercial performance of the project to meet project goals and objectives. Typical projects range up to $30 million in total installed cost. Projects work with partner nations to reduce the threat from chemical weapons (CW) by securing toxic industrial chemicals and materials from violent extremists, securing and destroying CW stockpiles, and eliminating chemical agent research capabilities and production facilities. This position will require 25% Internationally.

Requirements

  • Bachelor’s degree in chemical engineering or related engineering field, chemistry, biochemistry or related technical/business field.
  • Typically 12+ years of related work experience.
  • At least 7 years managing international projects for US Government customers.
  • Broad general technical and business background.
  • Professional registration through the Project Management Institute (or equivalent) is preferred.
  • Experience conducting and managing training courses.
  • Willingness to travel internationally.

  • Ability to manage distributed teams located in foreign countries.

Responsibilities

  • Manage a complex international project in the chemical weapons destruction arena.
  • Plan for, document, and execute processes for technical program management; requirements management; risk management, performance management, metrics reporting, communications planning and management, and subcontractor management.
  • Act as the Company representative with the client and selected subcontractors during project execution.
  • Negotiate changes to the scope of work with the client and key subcontractors.
  • Establish relationships with host country stakeholders and participate in meetings and negotiations in support of U.S. Government client.
  • Oversee establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
  • Establish program requirements for all areas of the project and monitor draft and final deliverables for adherence to these criteria.
  • Ensure quality products are delivered to the client.
  • Develop and distribute a Project Management Plan to all members of the project team for reference.
  • Devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
  • Advise the client and company management of any changes.
  • Maintain current and timely change orders.
  • Mobilize company resources to create project teams capable of completing effective and high-quality work products.
  • Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for various elements of a project.
  • Ensure the project meets or exceeds goals established in these plans.
  • Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of the assigned project.
  • Assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
  • Provide input to performance reviews and development plans for subordinates.
  • Field responsibilities may include local procurement, management of host country national employees, and payroll operations, etc., if required.
  • Promote technical and commercial excellence on the project through application of Quality Assurance processes.
  • Monitor and report to management on the progress of all project activity within the program, including significant milestones, and any conditions affecting project cost or schedule.
  • Establish weekly meetings to review project status and formulate action items.
  • Hold quarterly management reviews with the client at international locations.
