About The Position

Behavioral Health Division (BHD) is responsible for the design, development, implementation, monitoring, evaluation, and improvement of publicly funded, community-based addiction and mental health service programs. In this position, you will lead strategic projects within BHD, with particular focus on behavioral health priorities of the Governor’s Office, the OHA Strategic Plan and Behavioral Health Division priority work. You will serve as the internal division expert for project management and implementation and work closely with a partner project manager, programs, and services within the BHD. You will work with a team to implement strategic governance model to advance the OHA Strategic goal of Transforming Behavioral Health, which includes strategic planning, progress tracking, solving complex problems, communication, reporting and change management. These projects will be complex in nature, with high impact on the behavioral health goals and you will help manage risks across multiple projects working directly with division leadership. All projects you lead will require managing cross divisional and functional teams, and collaboration with other divisions and agencies. You will strive to provide the assurance of equity-driven project implementation and support transparency and collaboration through the utilization of streamlined processes.

Requirements

  • Seven years of professional level experience related to the class concept; OR
  • Six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification; OR
  • Four years of professional level experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field; OR
  • Two years of professional level experience AND Project Management Professional Certification awarded by the Project Management Institute.

  • Experience leading and participating in task forces, committees, workgroups and advisory panels related to policy and program development and implementation.
  • Principles, methods and standards of project management.
  • Business and management principles involved in strategic planning, resource allocation, leadership technique, production methods and coordination of people.
  • Theory, principles and practices of organizational behavior, research, analysis, evaluation, and reporting, including methods and techniques for financial data.
  • Experience utilizing practices and procedures of administrative systems typical to complex organizations including theory and principles of organizational systems and the methods of application to government operations.
  • Qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of administrative and technical programs.
  • Theories and practices of computer systems analysis, software and hardware capabilities typical to complex organizations.
  • Techniques and methods of disseminating communication within an organization.

Responsibilities

  • Lead strategic projects within the Behavioral Health Division.
  • Focus on behavioral health priorities of the Governor’s Office and the OHA Strategic Plan.
  • Serve as the internal division expert for project management and implementation.
