The Project Manager 2 position at the New York Department of Motor Vehicles (DMV) involves leading small and medium-sized projects to ensure timely delivery within scope and budget. The role requires developing comprehensive project management plans, defining project scope, creating schedules using MS Project, managing project communications, and performing risk management throughout the project lifecycle. Additionally, the Project Manager will train and mentor team members and refine project management processes to support DMV's methodologies.

  • Lead small and medium size projects and ensure that all are delivered on time, in scope, and within budget.
  • Develop project management plans, including scope, schedule, risk, resources, change, communications, and quality.
  • Define project scope, including identifying business needs, project goals, constraints, and key deliverables.
  • Develop a project schedule using MS Project, defining tasks, identifying dependencies, assigning resources, and controlling the schedule.
  • Direct and manage the work defined in the project management plans.
  • Record and report project schedule progress and compile project reports.
  • Create change requests and manage the impact of changes.
  • Manage communications to keep all stakeholders informed.
  • Perform risk management throughout the project lifecycle.
  • Review deliverables, document project closure, and archive project records.
  • Design, develop, and refine project management templates and processes.
  • Train and mentor project managers, team members, and sponsors.
  • Perform the full range of supervisory duties.
  • A bachelor's degree and three years of professional experience in project management, including planning and at least three other management process groups.
  • Experience must include the development of project management deliverables such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
  • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
  • Current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM) may substitute for two years of experience.
  • A Project Management Professional (PMP) certification may substitute for three years of experience.
  • Experience in a supervisory role.
  • Strong leadership and communication skills.
  • Ability to negotiate within and outside the organization.
  • Experience with structured problem-solving and change management processes.
