About The Position

The Project Manager 2 (PM 2) contributes to the organization, operation, and growth of the State of Rhode Island’s Office of Data, Analytics, and Evaluation (ODAE), including its work with Medicaid, Ecosystem, and All-Payer Claims Database (APCD) data systems. The PM 2 may also support other FHC projects as needed. Originally established as an internal state resource, ODAE has evolved into a one-of-a-kind, vital asset for state and non-state partners. Data from ODAE is used by government officials, researchers, healthcare providers, health insurers, and others to identify population trends and examine critical issues such as economic opportunity, opioid use, homelessness, healthcare access and outcomes, and education. The PM 2 manages projects throughout ODAE’s data request lifecycle, including establishing the project’s scope, coordinating work among internal team members, and ensuring timely delivery of deliverable(s). You may also contribute to internal initiatives and process improvements, as needed. The PM 2 reports to a Senior Consultant or other senior member of the FHC team.

Requirements

  • Excellent time management skills. Ability to self-regulate and prioritize tasks appropriately.

  • Meeting facilitation skills, including ability to clearly explain complex ideas and broker consensus among disparate stakeholders.
  • Independently draft effective meeting agendas, minutes, action items, and concise, audience-appropriate slide decks.
  • Excellent written communication skills in varied formats, e.g., long-form white papers, clear and concise emails, brief memos, program descriptions, project narratives. Ability to competently assess others’ writing for appropriate tone, content, accuracy, and format.
  • Proficient in use of MS Office Suite, including Excel.
  • Experience using one or more formal project management tools to develop Gantt charts, project timelines, and budgets, e.g., Productive, Asana, MS Project, Jira, etc.
  • Ability to conceptualize and outline deliverables.
  • Assumes responsibility for tasks and executes on agreed upon timelines with responses and deliverables that meet requirements.
  • Appropriately delegate work and oversee deliverables production by others.
  • Applies critical thinking skills when creating or reviewing materials.
  • Experience or interest in multi-payer databases, public healthcare payers, claims processing and/or claims data analytics.
  • Knowledge of US health care policy, trends and state government role in health care.
  • 5+ years of experience managing complex projects, preferably related to health policy, health care reform, data analysis and/or health data strategy.
  • Bachelor’s degree in a related field.

  • Master’s degree preferred.
  • Current PMP®, Agile, or Disciplined Agile certification is desired.

Responsibilities

  • Coordinate communications among client staff, FHC project team members, subject matter experts, and other stakeholders throughout the project lifecycle.
  • Respond to clients in a timely and appropriate fashion.
  • Use appropriate project management tools and techniques to develop, implement, and maintain workplans, timelines and budgets for multiple projects.
  • Develop project approach, design tasks, propose task assignments, and assign to team members in collaboration with the Project Director.
  • Anticipate project risks; design approaches to avert potential trouble.
  • Identify challenges and redirect resources when a project may be fulfilling tasks but not achieving overall goals.
  • Actively manage project budgets, staffing assignments and contract timelines.
  • Develop and implement plans for contract close out or transition to a new vendor.
  • Report on progress to the Project Director on an agreed upon schedule.
  • Deploy agile and scrum methodology when appropriate.
  • Lead development and use of business requirements documents, product backlog and issue tracker.
  • Identify opportunities to maximize existing contract revenue and appropriately grow project scope.
  • Identify opportunities to meet client needs every month to realize potential revenue.
  • Provide staff with monthly billable hours targets on PM 2’s client contracts; provide staff with maximum hours per month on internal (non-billable) initiatives led by PM 2.
  • Lead deliverables development from start to finish including drafting documents and obtaining final client approval. This may include creating task plans, analytic plans, drafting business requirements, maintaining a product backlog, tracking issues, coordinating quality assurance reviews, checking for alignment with client acceptance criteria, and risk tracking and management.
  • Develop best possible (client ready) drafts of meeting materials including slide decks, agendas, minutes, action items, etc., for review by the Project Director.
  • Keep meetings on track and discussion focused on agenda items.
  • Perform research and literature reviews; translate results into clear, concise findings to support project work.
  • Ensure that project deliverables are properly scoped, documented, and vetted with Data Science and Policy & Program team members and the Project Director during the planning stage.
  • Develop deliverable schedules in consultation with the project team.
  • Contribute to RFP responses and other proposals as appropriate.
  • Assess and clearly communicate implications of new information for project team and client.
  • Understand and communicate how individual projects relate to other FHC work and national themes/trends.
